Essay

The dissertation presents a comprehensive analysis of the administrative and legal regulation of publishing activities in Ukraine in the context of information space transformation, digitalization, and European integration processes. The study is based on an interdisciplinary approach that combines elements of administrative, information, and cultural law, enabling the examination of publishing not only as an economic activity, but also as a strategic component of state information policy, national identity, and security. The thesis substantiates the concept, essence, and key characteristics of publishing as an object of administrative and legal regulation, and outlines its features as a socio-cultural and informational phenomenon. It is demonstrated that in the context of digital transformation and ongoing war, publishing has acquired a special significance as a tool for countering information threats and fostering social cohesion.
