Bernatskyi O. Administrative and Legal Relations in the Sphere of Guaranteeing Academic Integrity in Ukraine

The dissertation is devoted to the study of the essence and peculiarities of administrative and legal relations in the field of academic integrity. The genesis of the formation of such legal relations is considered, their concept, main features, and structural elements are clarified. The classification of administrative and legal relations in this field is highlighted. In particular, regulatory, protective, and administrative-tort types are analyzed. The existence of three main levels of management in the field of education is emphasized: state (covering state, regional, and local public administration), institutional (management directly within the educational institution), and public (on the part of civil society institutions). The prospects for improving administrative and legal regulation are revealed: foreign experience is studied, and ways of reforming national legislation and optimizing state management in the context of European integration processes are proposed. The work formulates conclusions on improving the effectiveness of mechanisms for ensuring academic integrity in Ukraine. It is noted that administrative and legal relations in the field of academic integrity are at the stage of formation, which determines their dynamism. These legal relations are interdisciplinary in nature. Their distinctive feature is the peculiarity of legal facts that serve as the basis for the emergence, change, or termination of such relations.
