Perunin V. Administrative and legal principles of the activities of territorial departments of the Economic Security Bureau of Ukraine on the prevention of offenses in the sphere of the functioning of the economy

The dissertation is devoted to the study of the administrative and legal principles of the activities of territorial departments of the Economic Security Bureau of Ukraine on the prevention of offenses in the sphere of the functioning of the economy, the criteria for assessing the effectiveness of their activities are proposed and the ways of improving legal regulation in martial law are substantiated. The study considers the prevention of offenses in the sphere of the functioning of the economy as an object of administrative and legal regulation. The understanding of the system of subjects of crime prevention in the sphere of economic functioning is formulated and the features that determine the leading place of territorial divisions of the Economic Security Bureau of Ukraine in the system of subjects of crime prevention in the sphere of economic functioning are highlighted. It is proved that the administrative and legal status of territorial divisions of the Economic Security Bureau of Ukraine consists of several key elements: 1) target block; 2) organizational block; 3) competence block; 4) guarantees of activity; 5) legal liability. The content of administrative and legal instruments of crime prevention in the sphere of economic functioning, applied by territorial divisions of the Economic Security Bureau of Ukraine, is clarified and their classification is provided. The emphasis is on revealing the content of the procedure for identifying and assessing risks and threats to the economic security of the state, and developing methods for their minimization by territorial divisions of the Economic Security Bureau of Ukraine. It is emphasized that the information-search and analytical-information work of the territorial divisions of the Economic Security Bureau of Ukraine is closely interconnected and is a guarantee of effective identification and elimination of the causes and conditions that contribute to the commission of offenses in the sphere of economic functioning. The issue of interaction of the territorial divisions of the Economic Security Bureau of Ukraine with other law enforcement agencies in preventing offenses in the sphere of economic functioning is revealed. The main criteria for evaluating the activities of the territorial divisions of the Economic Security Bureau of Ukraine in preventing offenses in the sphere of economic functioning are identified and investigated. Promising directions for the development of administrative and legal regulation of the activities of the territorial divisions of the Economic Security Bureau of Ukraine in preventing offenses in the sphere of economic functioning under the legal regime of martial law are formulated.
