In the dissertation, a scientific and applied task relevant to the science of public administration is proposed, which consists in substantiating the theoretical foundations and developing practical recommendations for improving the mechanisms of social state policy.
In writing the dissertation, the following tasks were addressed: the interaction of the state, society, and the individual in social policy models was characterized, and the social state mechanism in the implementation of foreign experience was evaluated. The methodological foundations of the mechanisms of state social policy were diagnosed, and a conceptual approach to improving the mechanisms of state social policy based on foreign experience was outlined. Based on a systemic analysis, a methodology for forming mechanisms for social support and protection of the population was developed, and ways to form a mechanism for a single social space were substantiated.
The information sources of the study were laws of Ukraine, decrees of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, regulatory and program documents of state authorities, official materials of the State Statistics Service of Ukraine, monographs and articles by specialists and scientists, and the author's personal research.
The scientific novelty of the obtained research results lies in the scientific and practical substantiation of theoretical provisions and directions for improving the mechanisms of state social policy.
For the first time, the author has: substantiated the concept of the formation of a social state in modern conditions, through a systemic analysis of the experience and essence of building a social state by foreign countries, particularly European states, with a short-term solution to specific social problems, and the development of tactics for stabilizing social processes, which involves the preparation of long-term goals and social development programs with the real fulfillment of constitutional provisions on the social state.
The work has improved: the system of social protection of citizens through the implementation of state programs to combat poverty, comprehensive protection of the population, especially vulnerable categories, from social risks, and the adaptation of social insurance, including pension and health insurance, to the current conditions of state development and the directions for developing state priorities in the implementation of national projects, as the most effective tool of its socio-legal policy, which requires not only appropriate legislative support but also the full implementation of all its components (organization of modern production and workplaces, protection of labor rights and interests of employees within the framework of social partnership; promotion of socially useful and effective entrepreneurship), conducting income policy, forming an effective taxation system; and establishing state guarantees in the field of labor remuneration.
The work further developed the provisions on the social function of the social legal state, which is implemented through the mechanisms of social policy and reform of the main social systems: pension, employment system, ensuring decent working conditions, forming the labor market, as well as protecting the rights of the younger generation. The legal mechanism for implementing state social policy aimed at developing the labor market and regulating labor relations between citizens and employers on the basis of the principle of social partnership, enshrined in labor legislation, which ensures participation in establishing working conditions not only by the parties to labor relations, but also by labor collectives, trade unions and other representative bodies.
