The dissertation is devoted to solving a complex scientific task of substantiating the theoretical, methodological and applied principles of the construction and functioning of mechanisms for the formation and development of human capital in the region. The conceptual principles of the construction and functioning of the mechanism for the formation and development of human capital in the region are substantiated, which is based on the identification of the architectonics of the specified mechanism as a holistic, multi-level and reproduction-oriented system of elements, connections and instruments of managerial influence, which ensures the accumulation, qualitative renewal and effective use of human capital in accordance with the strategic priorities of regional development and spatial organization of productive forces with the definition of target, subject-object, resource-instrumental and control-analytical contours, within which the principle-normative structures and functional-structural blocks of elements of the specified mechanism operate, which allows ensuring the systematicity, coherence and adaptability of managerial influences, taking into account the spatial heterogeneity of the region, integrating the social and economic components of human capital reproduction and creating a basis for increasing the competitiveness and sustainability of regional development. Methodological principles for assessing the impact of socio-economic changes on the mechanism of human capital formation in the region were substantiated, which provide for priority consideration of demographic factors, trends in innovative development of key sectors of economic activity, as well as characteristics of labor mobility. The structural characteristics of the processes of formation and development of human capital at the regional level have been determined by identifying the signs of multiphase, multilevel, differentiation of components, spatial heterogeneity, institutional polycentricity, cyclicity and openness to external influences, which allows creating a theoretical basis for building effective mechanisms for managing the human capital of the region, taking into account its socio-economic specifics and strategic development objectives. A scientific interpretation of the definition of "human capital of the region" has been developed through the prism of the organization of productive forces, as a complex, multifaceted and multilevel economic category that identifies the dynamics of quantitative parameters of employment with the needs of the regional economy, the level of education, professional training, innovative capacity and mobility of the workforce, which together characterizes the ability of the region to continuously restore and qualitatively update labor potential in accordance with structural shifts in the regional economy, technological changes and strategic development priorities. Strategic directions for regulating the development of human capital are determined, taking into account its systemic role in ensuring socio-economic stability, innovative capacity and competitiveness of regions, which involves ensuring sustainable demographic reproduction and preservation of human potential, modernization of the education system and formation of competence-oriented human capital, strengthening the social component of human capital development, stimulating economic implementation and effective use of human capital, institutional support and coordination of human capital development, as well as reducing regional and social disparities in human capital development. The first section examines the evolution of views on the patterns and principles of human capital formation, identifies the features of human capital formation in the region, and substantiates methodological approaches to assessing the development of human capital in the region. The second section identifies the factors of human capital formation, provides a description of the dynamics of its sources, outlines the features of the system of formation and development of human capital in the region, the main determinants and patterns of its development, and also assesses the impact of socio-economic changes on the mechanism of human capital formation. The third section substantiates the architecture of the mechanism of human capital formation and development, determines the structural characteristics of the processes of formation and development of human capital at the regional level, and outlines strategic directions for regulating human capital development. The recommendations presented in the study for improving the comprehensive assessment of human capital and the proposed strategic guidelines for regulating its development are of practical value.
