Essay

The evolution of scientific approaches is analyzed – from classical concepts of social conflict to modern interdisciplinary theories that combine political science, sociology, administrative law and conflictology. The essence and specificity of conflict in public administration, its classification and sources have been determined. Conceptual principles for the functioning of mechanisms for preventing and resolving conflicts have been developed, which are based on the principles of systematicity, legal certainty, prevention, institutional capacity, innovation and dialogicity. Special attention has been paid to the generalization of foreign experience (EU, Scandinavian countries, Great Britain, USA, Canada, Poland, Estonia, Japan, international organizations), which allowed to identify effective models of conflict prevention and the possibility of their adaptation in Ukraine. The legal and regulatory frameworks, institutional architecture, organizational practices, communication tools and socio- psychological factors of administrative conflicts have been studied. Particular attention has been paid to the activities of the judiciary, ombudsman, anti-corruption bodies, local governments, public councils and interdepartmental structures as institutional mechanisms for conflict management. The problems of their effectiveness are identified - the fragmentation of the regulatory framework, the political dependence of individual institutions, the low level of accountability and limited public trust. The role of communication mechanisms (public consultations, dialogue platforms, mediation tools, digital feedback platforms), their achievements and challenges in modern Ukraine are also analyzed
