The dissertation is devoted to the substantiation of theoretical provisions and the development of practical recommendations for improving the mechanisms of public administration by intellectualization of the activities of state authorities in Ukraine, taking into account the status of these bodies, their goals, objectives and functions.
The scientific and methodological aspects of the intellectualization process in the public administration system have been identified and generalized. Conceptual provisions for the intellectualization of the activities of public authorities have been formed, which are based on a strategic and program approach, and describe the sequence of actions - from creating conditions to scaling and continuous improvement, which makes it possible to manage the transition from descriptive approaches to the practical implementation of new knowledge. The essence of the public administration mechanism of intellectualization has been clarified. The main reasons for the actualization of the process of intellectualization of the activities of public authorities have been systematized, requirements for the relevant mechanisms have been formed, and a stratification of roles and units by intellectual levels has been proposed. The structural triad of subsystems of information support for the intellectualization of the activities of public authorities in Ukraine has been characterized, which takes into account accounting, audit and analysis, which together ensure the integrity of data and the validity of the results obtained. A step-by-step procedure for forming an appropriate information field as a strategic basis for information support for the intellectualization of the activities of state authorities is proposed, which includes outlining the trajectory, clarifying needs, inventorying sources, designing collection and verification channels, setting standards, continuous monitoring, targeted satisfaction of managers' requests and organizing feedback, with a mandatory mechanism for filtering information noise and compliance with security requirements and ethics of using data and technologies based on artificial intelligence technology. A methodical approach to assessing the trends in the impact of the transformation of public administration mechanisms on the process of intellectualization of the activities of state authorities is proposed. A social and motivational mechanism for ensuring the intellectualization of the activities of state authorities is developed, which combines values, rules, roles and communications with material and non-material incentives, tools of trust and inclusion, ethical data management and personalized digital services, thanks to which knowledge is systematically transformed into managerial actions.
