Essay

The paper taking into account scientific approaches (systemic, competency-based, environmental, communicative, personally oriented and activity-based), the problem of forming managerial competence of future specialists of the State Emergency Service of Ukraine in the process of professional training was comprehensively investigated and solved; the value-motivational, cognitive, activity, personal-reflective components of the specified competence are revealed; the criteria (axiological-motivational, cognitive, and activity-reflexive), their indicators, and the levels of managerial competence formation in future SES specialists (high, medium, low) have been defined; the pedagogical conditions for the formation of managerial competence in future SES specialists have been substantiated (development of managerial qualities in future SES specialists which ensure the overall effectiveness of their activities, particularly managerial ones; implementation of interactive methods and forms of the educational process aimed to engage students in the active process of forming managerial competence in future SES specialists; application of information and communication technologies during the formation of managerial competence in future SES specialists); a structural-functional model for the formation of managerial competence in future SES specialists has been designed and experimentally verified. A structural and functional model for the formation of managerial competence in future SES specialists has been designed. It includes the following interconnected blocks: the goal-oriented (purpose and objectives), the theoretical and methodological (approaches, principles, content and structure of managerial competence of specialists, pedagogical conditions for model implementation), and the procedural-technological (stages, forms, methods and means of training), diagnostic tools (criteria, indicators, and levels of managerial competence formation). These components ensure that all elements of professional training are oriented toward the development of managerial competence in future SES specialists. The essence of the concepts «management», «managerial activity», «manager», «commander», «future SES specialist», «competence», «managerial competence», «managerial competence of a future SES specialist» and «formation of managerial competence in a future SES specialist» has been clarified. The forms, methods, means, and technologies for the formation of managerial competence in future SES specialists have been improved. The methodological approaches and principles for the formation of managerial competence in future SES specialists, as well as the characteristics of domestic and foreign experience in forming managerial competence in future SES specialists, have received further development. The effectiveness of the implementation of the pedagogical conditions and the developed structural and functional model for developing managerial competence in future SES specialists was determined using mathematical statistics, specifically Student’s t-test. A comparison of the experimental results showed that the level of managerial competence formation among future SES specialists was higher in the experimental groups across all criteria compared to the control groups. The positive dynamic confirms the effectiveness of the developed structural and functional model and the pedagogical conditions for its implementation in forming managerial competence in future SES specialists.
