Essay

The dissertation provides a theoretical generalization and a novel solution to a scientific problem, manifested in a comparative legal study of the administrative and legal principles of ensuring biological and environmental security in Ukraine and the European Union countries. It is established that national legislation regulates issues of environmental and biological security in sufficient detail; however, new technogenic, natural, social, and military challenges and threats necessitate the search for new forms and methods of administrative and legal regulation of mechanisms for preventing and counteracting negative factors that may disrupt or already disrupt the normal functioning of society. The need to improve the administrative and legal principles of ensuring biological and environmental security in Ukraine is also conditioned by the necessity to complete the adaptation of national legislation to EU law. Positive European experience in legal regulation within this sphere of social relations is the result of many years of development of stable legal systems in Europe, in which particular attention is paid to the legal regulation of the functioning of mechanisms for ensuring environmental and biological security.
