The dissertation research conducted a comprehensive administrative and legal analysis and proposed solutions to scientific and practical problems related to the formation and implementation of information and legal support for the activities of the prosecutor's office of Ukraine in the context of the transformation of public administration and the digitalization of justice. The first section is devoted to the methodological principles of such support, which made it possible to reveal its content as an independent, multi-level and functionally oriented legal institution in the structure of administrative law and the system of public authorities. Based on the systemic, functional, structural-logical and formal-legal approaches, the basic scientific categories were clarified and a theoretical basis was laid for further research into special administrative and legal mechanisms for the information activities of the prosecutor's office.
An in-depth analysis of the essence and features of the information and legal support for the activities of the prosecutor's office of Ukraine was carried out. The theoretical and legal foundations of this phenomenon are revealed, the genesis and formation of information and legal support in the public administration system are traced, the evolution of ideas about the role of information and legal regimes of its circulation in the activities of bodies vested with power is shown. The content of the category "information and legal support" is specified in close connection with the constitutionally defined functions of prosecutorial bodies, their procedural, administrative and extra-procedural powers, which allowed to interpret information and legal support not as an auxiliary, but as a system-forming component of the organization and implementation of prosecutorial activities. A typology of information flows within the administrative and legal activities of prosecutorial bodies is developed, the normative and regulatory, procedural and criminal, managerial and organizational, analytical and statistical, communication and security segments are highlighted, their interdependence and impact on the quality of the implementation of public functions are shown.
A special emphasis is placed on information security in the system of prosecutors' offices and legal safeguards against leakage, manipulation or distortion of information circulating in the official information space. Approaches to assessing risks associated with the circulation of official, confidential and personal information are analyzed, and the available legal instruments for their reduction are summarized, in particular disciplinary and legal, administrative and tortious, organizational and legal and technical and legal means. It is shown that ensuring information security is an integrative component of information and legal support, since it combines the requirements of legality, observance of human rights, confidentiality conditions, preservation of official secrets and the stability of the electronic infrastructure of prosecutors' offices. The purpose, principles and tasks of information and legal support for the activities of prosecutors' offices of Ukraine are studied as key system-forming categories that determine the nature of the administrative and legal regime of this activity. The conceptual and categorical characteristics of the terms "goal", "principle", "task" in legal theory and administrative law doctrine are outlined, their role in constructing an effective model of public administration in the prosecutor's office is revealed. The goal of information and legal support is formulated as the creation of a holistic, coordinated and transparent system of legal, organizational and technological means that guarantee the legal, safe and effective circulation of information in prosecutor's offices. The principles of information and legal support are systematized (legality, rule of law, openness and transparency, proportionality of restrictions, protection of personal data, technological reliability, accountability of officials), and the tasks that specify these principles in the practical plane are outlined (regulatory regulation, organization of information processes, ensuring access to public information, protection of human information rights, counteraction to information threats, development of digital services, etc.).
