The dissertation reveals the administrative and legal principles of public order protection during mass events.
It is found that administrative and legal support for the protection of public order during mass events in a broad sense is the principles of fulfillment by administrative bodies of their mission and tasks on the basis of administrative law, to create safe and appropriate conditions for citizens of Ukraine, other individuals and legal entities to exercise their right to assemble peacefully, unarmed and hold meetings, rallies, marches and demonstrations with advance notification of the relevant executive authorities or local self-government bodies about the event. In a narrow sense, administrative and legal support for the protection of public order during mass events is an orderly system of administrative and legal principles, methods and administrative procedures (implementations), which are applied by administrative and law enforcement authorities. It is noted that all state bodies ensure public security, but it is the National Police that has an important role in protecting, on behalf of the state, the rights and freedoms of man and citizen, promoting peaceful events, allowing people to freely express their thoughts and feelings within the limits permitted by law.
The scientific aspects of the philosophical and legal foundations of the institution of public order as the basis of a stable and just society, which is ensured through legislation, moral norms and police activities, when the state must protect the rights and freedoms of citizens, maintaining order and security through coercion, if necessary, are investigated. From the perspective of the philosophy of law, public order is a key element in the functioning of the state, society, and law. It ensures stability, security of citizens, and the proper functioning of social institutions. Public order is based not only on legislation, but also on moral norms and legal institutions that affirm the rights and freedoms of citizens. The five-member structure of the special principles of activity of administrative and law enforcement agencies in ensuring public order at mass events is updated as a system of principles of early warning, effective support, decisive response to violations and reliable documentation and analysis of miscalculations by calculating and planning the forces and means of ensuring a mass event, training and coordination of units and officials, conducting a tolerant dialogue and timely application of preventive measures, and balanced application of preventive measures. The basic principles in the field of administrative and legal maintenance of public order during mass events are based on the fundamental principle of the Ukrainian state and law - the rule of law and special principles.
The scientific provisions on the administrative and legal status of subjects of ensuring public order during mass events in Ukraine, which include various public administration entities with different legal nature, have been improved, with the main administrative body guaranteeing the rights and freedoms of citizens and public safety - organizers who have the relevant public competencies to notify local authorities in advance, inform the public about the event and ensure public safety during its holding, in close cooperation with officials of central executive authorities, whose activities are coordinated by the Minister of the Ministry of Internal Affairs of Ukraine. The subjects of ensuring public order during mass events include a large number of structural units that have specific powers, different subordination, and are used for purposes other than their intended purpose.
The scientific provisions on interaction as a tool of public administration in ensuring the holding of mass events were further developed, which includes close cooperation of various administrative and law enforcement agencies involved in the protection of public order with organizers, other services and the public, which ensures effective coordination of activities and exchange of information through preventive measures, information and transparency of actions, which contributes to the formation of a positive perception of the presence of law enforcement agencies at events. Perceiving the specifics of modern threats, the National Police bodies, under martial law, operate in close coordination with units of the Armed Forces of Ukraine, the National Guard, the Border Guard Service, special services, and other security sector structures.
