In the dissertation work, a solution to a scientific and applied task relevant to the science of public administration is proposed, which consists in substantiating theoretical foundations and developing practical recommendations for improving the directions of the formation of the state policy of social security of society.
During the dissertation research, several tasks were solved: the main patterns of development, principles of provision, goals, and objects of social security were identified; its place and role in the general system of national security of the country were determined; and an assessment of the formation of the state policy of social security of society was provided. The study defines the components of the economic mechanism for forming the state policy of social security of society and outlines the features of forming the state policy of social security of society, while also substantiating the directions of military-social work as a component of the state policy of social security of society. Furthermore, the conceptual foundations for forecasting the development of the military-social work system in ensuring the state policy of social security of society were systematized and outlined.
The object of the study is state social policy, and the subject of the study is the formation of the state policy of social security of society.
The theoretical and methodological basis of the dissertation research consists of the fundamental provisions of the theory of public administration, humanities, and social sciences, as well as scientific works by Ukrainian and foreign scientists on the formation of state policy for the social security of society. The dissertation research is based on a systemic approach, which consists of a comprehensive study of social state policy. Moreover, the work employed methods used at both empirical and theoretical levels, namely: logical-semantic – to deepen the conceptual apparatus and determine the essence and content of the mechanisms for forming state policy for the social security of society; comparative analysis – to study methodological approaches, concepts, developments, and proposals of leading Ukrainian and foreign scientists and to identify patterns, differences, features, and common characteristics of forming state policy for the social security of society in foreign countries; systemic-analytical – for the analysis of legislative acts and other regulatory documents regarding the specifics of forming and implementing state social policy; logical modeling and construction – for the classification of external and internal environmental factors affecting the formation of state policy for the social security of society; statistical – for identifying the rates of change of individual indicators and the degree of their influence on the level of state social policy provision; analysis and synthesis – to evaluate the effectiveness of forming the state policy for the social security of society; observation and theoretical generalization – for revealing the reasons that negatively affect the level of social policy in Ukraine in modern conditions; and abstract-logical – for generalizing theoretical provisions, establishing cause-and-effect relationships, and forming conclusions and proposals.
The information sources of the research included the laws of Ukraine, decrees of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, regulatory and program documents of state authorities, official materials of the State Statistics Service of Ukraine, monographs and articles by specialists and scientists, and the author's personal research.
The scientific novelty of the obtained research results lies in the scientific and practical substantiation of theoretical provisions and directions for improving the formation of the state policy of social security of society.
For the first time, the author has substantiated a system of measures and guarantees that ensure the sustainable development and protection of society and the state from internal and external threats in various spheres of life. Within this system, the micro-level is related to ensuring human rights and freedoms in the formation of social security policy, the macro-level is linked to preserving the value foundations of society, and the mega-level involves national security aimed at maintaining a balance between the first and second levels; this is viewed as the security of a special sphere of social life, specifically the sphere of ensuring a high standard of living for the people by minimizing challenges, threats, and risks in the fields of healthcare, education, and the information sphere.
