Sukhomlin A. Mechanisms and Systems for Managing Inter-industry Interaction of Agri-food Production Enterprises

The dissertation provides a theoretical generalization and a new solution to the important scientific task of deepening the theoretical and methodological foundations of the formation and functioning of the system of regulation of inter-industry interaction of enterprises-producers of agro-food products. A system of indicators has been formed for a comprehensive assessment of the effectiveness of regulating the processes of inter-industry exchange in the field of agro-food production. An assessment of key credit and insurance mechanisms for institutional regulation of the activities of enterprises producing agro-food products in the system of inter-industry exchange has been carried out and the impact of these instruments on their development has been determined. Priority areas for improving and further developing the mechanism of inter-industry exchange of enterprises producing agro-food products have been outlined. The scientific approach to assessing the level of equivalence of inter-industry exchange of agricultural and food production enterprises in Ukraine is substantiated using economic and mathematical modeling tools, within which a single profitability standard is used from the standpoint of ensuring equal pay and capital profitability, which made it possible to relevantly determine the level of equivalence of inter-industry exchange at each stage of the reproduction cycle without limiting it to its individual stages on the basis of coordination and rationalization of the volumes and forms of management of the activities of agricultural and food production market entities and resources for its production. The scientific interpretation of the essence of inter-industry exchange of agricultural and food production enterprises and its structure is outlined, taking into account the peculiarities of product price formation as a system of economic relations between business entities in determining and implementing goals, objectives and measures of managerial influence aimed at ensuring equivalence of exchange of agricultural and food production products and resources. The procedures for applying a systematic approach to analyzing the state of inter-industry exchange based on price mechanisms between enterprises producing agro-food products using the “costs – output” method are determined. A system of indicators for assessing the effectiveness of management of inter-industry interaction of enterprises producing agro-food products is identified, which allows determining the level of absolute and relative costs for implementing measures of institutional influence in accordance with the scale of their application, as well as assessing the consequences of such influence for the economy of business entities in order to identify the degree of overcoming the negative manifestations of the non-equivalence of inter-industry exchange. A comprehensive approach to identifying areas of management of inter-industry interaction of enterprises producing agro-food products in order to overcome the negative consequences of price disparity by developing, implementing and activating the use of the tools of credit and insurance regulation mechanisms is substantiated. A set of principles for building an effective system for managing inter-sectoral interaction of agri-food production enterprises has been developed in the context of ensuring legality, social justice, effectiveness, flexibility, stability, compensation, comprehensiveness of managerial influence, purposefulness and adherence to environmental and quality principles of functioning. The first section examines the functioning of exchange processes in the system of inter-industry interaction of enterprises producing agri-food products, the features of pricing in managing the main activities of business entities in the agri-food sector, as well as the formation of institutional components of the mechanism for managing inter-industry interaction of enterprises producing agri-food products. The second section presents the results of identifying the structure and regularities of inter-industry exchange in the field of agri-food production and determines their impact on the market behavior of agri-food enterprises, outlines trends in ensuring the equivalence of product and resource exchange and the formation of a pricing system in the activities of agri-food production entities, and also evaluates the effectiveness of managing inter-industry relationships of agri-food enterprises. The third section substantiates the tools for rationalizing the pricing system, managing sales activities, and saving resources, examines the features of using insurance instruments to protect the results of the main activities of agri-food production enterprises, and also defines the procedures for responding to regulatory measures by state institutions and challenges in target product and resource markets.
