Essay

The dissertation solves an urgent scientific task of forming and improving the financial mechanism of public administration of the development of railway transport enterprises as an instrument for implementing state transport policy. The financial mechanism is substantiated as an integrated system of budgetary, investment, and programme-targeted instruments aimed at ensuring reproduction, infrastructure modernisation, the performance of socially significant functions of railway transport, and increasing the effectiveness of the use of public resources. The object of the research is the processes of public administration of the development of railway transport enterprises. The subject of the research is the financial mechanism of public administration of the development of railway transport enterprises. The purpose of the dissertation is to substantiate the theoretical and methodological foundations and to develop scientific and practical recommendations for the formation and improvement of the financial mechanism of public administration of the development of railway transport enterprises. The first chapter reveals the theoretical and methodological foundations for the formation of the financial mechanism of public administration of the development of railway transport enterprises, defines its place in the system of mechanisms of public administration of sectoral development, and systematises the regulatory, legal, and institutional support for financial regulation of railway transport enterprises. The second chapter analyses the current state of state financial regulation of the development of railway transport enterprises, evaluates the effectiveness of financial mechanisms of public administration in the railway sector, and summarises foreign experience in applying financial mechanisms of public administration to the development of railway transport. The third chapter substantiates directions for improving the financial mechanism of public administration of the development of railway transport enterprises on the basis of strategic orientation, consistency, institutional coherence, and effectiveness. Instruments of budgetary, investment, and programme-targeted support for the development of railway transport enterprises are proposed, and the necessity of introducing results-oriented financial management is substantiated. The scientific novelty of the obtained results lies in the development of theoretical foundations and the substantiation of scientific and applied recommendations for improving the financial mechanism of public administration of the development of railway transport enterprises. For the first time, the financial mechanism of public administration of the development of railway transport enterprises has been substantiated as an integrated system combining budgetary, investment, and programme-targeted instruments of state influence on the processes of reproduction, modernisation, and provision of socially significant functions of railway transport. Approaches to structuring the financial mechanism, mechanisms for linking financial decisions with programme goals for the development of railway transport, and the public-administration interpretation of the financial mechanism for the development of railway transport enterprises have been improved. Scientific approaches to determining the role of the state in the financial support of the development of railway transport enterprises, the classification of financial flows in the railway sector, and directions for assessing the effectiveness of financial mechanisms of public administration have been further developed. The practical significance of the obtained results lies in the possibility of their use in the activities of public authorities responsible for the formation and implementation of state policy in the field of transport, in the process of developing and adjusting railway transport development programmes, improving budgetary and investment planning, increasing the transparency of financial decisions, and enhancing the effectiveness of state financial regulation in the railway sector.
