The dissertation provides a theoretical generalization and proposes a new solution to the scientific task consisting in a comprehensive study of administrative services within the system of public administration of Ukraine, determining their administrative and legal nature, their place in the mechanism of exercising public authority by bodies of public administration, and developing proposals for improving the legal regulation and practice of providing administrative services. The theoretical foundations of administrative and legal understanding of administrative services as a special form of exercising the power of Public Administration bodies in relations with individuals are substantiated. The author's definition of an administrative service as an administrative proceeding regulated by law is proposed, which is carried out by an administrative body at the request of a person for the purpose of resolving an individual administrative case and ends with the adoption of an administrative act or the performance of another legally significant action, resulting in the acquisition, modification or termination of the applicant's rights or obligations. The functions of administrative services in the public administration system are defined: service, regulatory, warranty and preventive. It is proved that their implementation requires coordination through the principles of Administrative Procedure, in particular legality, proportionality, equality, urgency, impartiality and the obligation to motivate administrative decisions. It is concluded that improving the quality of Administrative Services requires a transition from a separate special regulation to a coordinated model, within which the law of Ukraine "on administrative services" performs the function of special regulation of the service segment of Public Administration, and the law of Ukraine "on Administrative Procedure" provides a single procedural framework for making administrative decisions. Organizational and procedural directions for improving the quality of administrative services are proposed.
