The dissertation provides a theoretical generalization and a new solution to a scientific problem, which consisted in clarifying the essence and revealing the peculiarities of the administrative and legal framework for counteracting terrorist activity by the Security Service of Ukraine, as well as in developing scientifically grounded proposals and recommendations aimed at improving administrative legislation in this field. The administrative and legal status of the Security Service of Ukraine as a subject of counteracting terrorist activity is characterized. The tasks, functions, and principles of the Security Service of Ukraine in the field of counteracting terrorist activity are established. The regulatory and legal framework for counteracting terrorist activity by the Security Service of Ukraine is disclosed. The concept and characteristics of certain elements of the administrative and legal mechanism for counteracting terrorist activity by the Security Service of Ukraine are defined. Administrative and legal forms and methods of counteracting terrorist activity by the Security Service of Ukraine are identified. The grounds, procedure for introduction, and content of the administrative and legal regime of an anti-terrorist operation involving the Security Service of Ukraine are clarified. The peculiarities of interaction between the Security Service of Ukraine and other subjects of the security and defense sector in counteracting terrorist activity are determined. Ways to improve administrative legislation in the field of counteracting terrorist activity by the Security Service of Ukraine and prospects for its adaptation to European Union standards are developed.
