It has been established that the personnel of the State Bureau of Investigation consist of individuals who, on a professional basis, hold positions within the State Bureau of Investigation, are vested with official powers, possess an appropriate level of professional training, qualifications, and competence, and ensure the fulfillment of the tasks and functions assigned to the Bureau, in particular regarding the prevention, detection, suppression, resolution, and investigation of criminal offenses classified by law as falling under its jurisdiction. It has been demonstrated that the personnel provision of the State Bureau of Investigation is a system — regulated by the norms of current legislation — of organizational, legal, managerial, educational, and other measures and procedures aimed at the formation, development, effective use, and preservation of the Bureau’s human resources, which is achieved through the recruitment, placement, professional training, evaluation, motivation, professional development, and career advancement of employees. Consequently, human resources management directly affects the effectiveness with which the State Bureau of Investigation performs the tasks and functions assigned to it by law. It has been justified that the goal of personnel provision for the State Bureau of Investigation is to build a highly motivated, disciplined, professionally competent, ethical, and functionally capable workforce within the SBI’s agencies and units, each member of which has the desire and actual ability to fully, conscientiously, and lawfully carry out the state tasks and functions entrusted to the Bureau. It has been emphasized that an important objective of personnel provision the State Bureau of Investigation is to foster and maintain a high level of integrity, professional ethics, and discipline among the Bureau’s employees. Thus, in the course of their work, SBI employees deal with the application of state coercion and other instruments of influence. They hold considerable authority, which may not be exercised outside the scope of applicable law. In this regard, the status of a State Bureau of Investigation employee imposes a number of special obligations on the individual concerning official (work) discipline and professional ethics. It has been noted that establishing and maintaining high standards of integrity, official discipline, and professional ethics is one of the key tasks of the State Bureau of Investigation’ human resources management, due to the special nature of its employees’ powers and their access to broad instruments of coercion. The implementation of this objective involves creating the necessary organizational, logistical, and legal conditions to ensure that SBI employees strictly comply with legal requirements, their official duties, rules of professional ethics, anti-corruption restrictions, and standards of ethical conduct.
