Essay

The dissertation provides a theoretical generalization and proposes a new solution to the scientific task of clarifying the essence and revealing the specific features of the administrative and legal support for the quality of administrative service delivery within the system of Administrative Service Centres of Ukraine, as well as developing scientifically grounded proposals and recommendations aimed at improving the legal regulation of the relevant social relations. The study resulted in a number of scientific and practical conclusions and proposals. The concept, features, and types of administrative services within the system of public administration of Ukraine have been defined. The quality of administrative service delivery has been characterized as an independent object of administrative and legal regulation. The specific features of the administrative and legal status of Administrative Service Centres as entities ensuring the quality of administrative services have been clarified. The significance of the organization of the activities of Administrative Service Centres as a prerequisite for ensuring the proper quality of administrative service delivery has been revealed. The procedures for receiving, reviewing, and processing applications at Administrative Service Centres have been analyzed. The information, communication, and digital support for the quality of administrative services within the system of Administrative Service Centres has been characterized. International experience in the administrative and legal support for the quality of administrative service delivery has been summarized, and the possibilities for its use in Ukraine have been identified. The problems and ways of improving the administrative and legal support for the quality of administrative service delivery within the system of Administrative Service Centres of Ukraine have been elaborated, including the substantiation of the expediency of adopting a Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Quality Standards for Administrative Service Delivery within the System of Administrative Service Centres and on Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine.”
