Essay

The thesis develops scientific foundations, including theoretical and methodological approaches and practical recommendations for the formation of a financial and economic mechanism for forest management, taking into account the challenges of wartime, post-war restoration of the national economy, the advantages of European integration and decentralisation, and the consequences of reforming the institutional architecture of forest management. Based on a critical re-examination of domestic and foreign scientific works, it has been established that the financial and economic mechanism of forestry management is a complex of forms, methods, means, instruments and levers for the formation and distribution of monetary funds for the restoration, reproduction and protection of forest resources and the modernisation, reconstruction and technical re-equipment of forestry and forest protection infrastructure facilities; administration, accumulation and redistribution of various forms of forest resource rent, extraction of part of the added value and profitable income of permanent forest users; attracting, accumulating and utilising capital and portfolio investments in forestry production and other phases of forest product chains; financing, on the basis of public-private partnership agreements, of projects for the expanded reproduction and economic development of forest resource potential and the financial and investment support for the development of the selection and seed industry, as well as the forest restoration, afforestation, logging, wood processing, agroforestry, recreational forest use and forest bioenergy industries. The modern paradigm of forest management is substantiated as a fundamental institutional prerequisite for the formation of a financial and economic mechanism for forest management. Research into the main trends in forest restoration, reforestation, afforestation, timber harvesting, and wood waste management in the state forestry sector has shown that in 2013-2023. A series of reproductive distortions arose in the Ukrainian forestry sector, related to the imbalance in the species and age structure of the forest fund and, accordingly, to the deterioration of the structural and dynamic characteristics of the implementation of the relevant types of logging which requires institutional modernisation of the system of regulatory influence on the processes of expanded reproduction and economic development of forest resource potential, based on the traditional architecture of forest management in Ukraine, the separation of monetary and control and inspection functions in forest resource management taking into account the consequences of the corporatisation of the state forestry sector, through the incorporation into the financial and economic mechanism of forestry management of a set of institutions and rules. A financial and economic mechanism for stimulating forestry management has been developed, covering a range of tasks, functions, methods, and instruments of budgetary, fiscal, financial, credit, and regulatory influence on permanent forest users and entities involved in the processing of forest products. The paper proposes an author's concept for diversifying the institutional and methodological support of the financial and economic mechanism of forestry management in the context of implementing the Presidential Environmental Initiative “Large-Scale Reforestation of Ukraine”. A scientific and theoretical approach has been developed for the formation of global specifications for sources of financial and investment support for forestry, covering state financial support, private investment, funds accumulated in the process of commercialising ecosystem services of forest biogeocenoses, philanthropic and charitable contributions, and official international assistance. It considers the problems of financial institutions' functioning in the forestry field. Based on the application of the scenario-building method, the thesis substantiates four scenarios for financing capital investments in the development of wood waste management infrastructure and the establishment of production of wood fuel products and heat and electricity: 1) the development of wood waste management infrastructure is carried out at the expense of state forestry enterprises and centralised allocations from the State Enterprise Forests of Ukraine; 2) investment in the development of infrastructure for the collection, sorting, transportation and processing of wood waste is carried out by an energy-generating company at its own expense and through borrowed funds; 3) financial and investment support for the development of wood waste management infrastructure is provided on the basis of partnerships between energy-generating companies and state (municipal) forestry enterprises; 4) the development of wood waste management infrastructure is financed by local authorities in forest-rich areas.
