Essay

It is established that land use planning as a system in the broadest sense is an integral part of the social mode of production, which manifests itself as a socio-economic process of regulating land relations and organising land use and protection and functions as an institution. It is substantiated that the economics of land management is a science that studies the relationships of people in the process of developing and implementing land management documentation regarding the search, coordination of interests and making effective decisions on planning the use and protection of land and other natural resources (land use) and organizing the territory of land ownership and land use, land ownership relations for the production of material goods and services in conditions of uniqueness and limitation of land resources, reducing transaction costs for services in order to maximize the satisfaction of ever-growing human needs and preserving and reproducing land fertility. In the course of the research, the theoretical and methodological principles of the formation and development of land management economics as a process of normalizing the interaction of ecology and land use economics in the system of sustainable (balanced) development were improved. A logical and meaningful scheme (architectonics) of the structural elements of the institutional mechanism for the formation of sustainable land use by the method of land management has been developed, where the formation of its goals is under the decisive influence of the socio-economic and environmental needs of society (man), which are directly and indirectly related to the laws and principles of sustainable (balanced) land use. The main directions of development of the economy of the land management system include: 1) improvement of the land management system as the basic basis for greening and capitalization of land use; 2) methodological principles for assessing the effectiveness of design decisions on land management measures for rationalization of land use; 3) assessment of the effectiveness of basic design decisions in land management documentation. A framework system for measuring the growth of ecologisation and capitalisation of land use has been developed, characterised by areas of assessment and indicators: 1) ecological and resource efficiency of the land‑use economy: resource efficiency (efficiency of land and other natural‑resource use, carbon and energy efficiency, provision of multifactor productivity); 2) land and ecological assets: ecological risk factors for land use, ecological risk factors for human health, ecosystem services and ecological benefits; 3) economic opportunities and policy instruments: technologies and innovations, ecological goods and services, regulation and management; 4) socio‑economic context and growth parameters: capitalisation of land use, productivity and economic turnover of land capital, employment, incomes, socio‑demographic parameters. Evaluation criteria and performance indicators for planning land management measures implemented at the regional and territorial levels are developed, depending on the constituent elements of the land management subsystem and the functions they perform. It is proposed to assess the integral level of social (socio-economic) efficiency of the main design solutions in land use organization schemes at the regional level by the level of CO^2 emissions/absorption, the level of land use efficiency by its intensity and the capitalization of land use by the change in its value. A methodological approach has been developed for the integrated assessment of the effectiveness of the main design solutions in the integrated plan of territorial (Iint.e ) and spatial development of land use A methodological approach has been developed to assess the effectiveness of basic design decisions (using the example of diversifying the structure of sown areas) in land management projects that provide ecological and economic justification for crop rotation and land improvement, using the example of the Ukragrotech corporation, which shows that with an increase in the coefficient of ecological stability from 0.16 to 0.43, land use moves from the unstable stage to the stably unstable one, conditional net income increases by 2023.6 thousand UAH with an increase in profitability by 17.3%.
