Essay

The influence of the hybrid aggression of the Russian Federation (hereinafter referred to as the RF) against Ukraine began to manifest itself especially actively starting from 2014. The Revolution of Dignity became a symbolic trigger for the leadership of the RF, signaling a sharp change in the foreign policy vector of Ukraine's development. The annexation of Crimea, military actions in eastern Ukraine, as well as permanent information and psychological operations actualized the need to find asymmetric responses. Faced with a more resource-strong opponent, Ukraine is looking for alternative ways to respond to the Russian threat. The concept of national resilience and its practical implementation in Ukrainian realities can become a potential solution to this security dilemma. A strong civil society is of great importance in the context of national resilience and security, because this institution is becoming an important security factor alongside state institutions. Ukraine’s potential in the conflict with the RF lies in its civil society and volunteer movement, which emerged as a survival reflex in the face of severe adversity and dysfunction of state authorities. However, there is a risk that this favorable momentum, that is, the opportunity to use civil society to increase national resilience, may be lost due to Ukraine’s tendency towards a traditional client-oriented understanding of security. Since 2014, the Ukrainian state has effectively used the potential of civil society in the functioning of security agencies. During the implementation of security reforms, Ukraine aimed to involve the public in decisionmaking and ensure more informed control over security and protection facilities. The10 administrative structure should also include components that allow for a comprehensive approach by society to managing national security. The concept of national resilience is extremely promising for theoretical developments and practical implementations. The essence of the concept is the institutionalization of partnership relations between state institutions and the public sector in matters of national security. The essence of resilience is the ability of society in partnership with the authorities to overcome various crises and conflicts with minimal losses and the possibility of rapid recovery. Resilience is associated with public trust and the ability to self-organize. In the context of global challenges, primarily related to war, as well as global economic challenges, corruption, the massive spread of disinformation and local challenges that destabilize the socio-economic and political situation, there are risks of increasing the instability of territorial communities, which in turn may threaten the security of the country. The concept of national resilience is based on the approach that resilience is concentrated not so much in the center (capital) as in communities. And no reforms of central government bodies will be able to significantly affect the security of the state if territorial communities do not become self-sufficient security units. The resilience of territorial communities is an important characteristic of internal processes in the community and expresses the existing potential for recovery, and subsequently for development. To understand the phenomenon of resilience, it is necessary to analyze the aspects of both individual resilience and the resilience of communities. War significantly minimizes the human potential of communities. Mass evacuation of the civilian population, migration and human losses have radically affected the structure and size of the population. Along with this, local authorities do not have a complete set of information regarding the socio-demographic composition of the population, migration processes, which limits the management of the human potential of the community. The purpose of the study is to conduct a comprehensive analysis of the phenomenon of national resilience, determine the place and role of national resilience11 in the structure of the national security system of Ukraine, as well as approaches and mechanisms for ensuring national resilience of Ukraine. The object of the dissertation research is the national resilience of Ukraine as a component of the national security system of the state. The subject of the study is approaches and mechanisms for ensuring national resilience of Ukraine. The scientific novelty of the obtained results lies in a comprehensive interdisciplinary study of the phenomenon of national resilience of Ukraine through the prism of the national security system of the state; determining effective mechanisms for ensuring national resilience both at the state level and at the regional and local levels.
