The thesis is devoted to the methodological and applied foundations for the formation of a socially effective system of pharmaceutical provision for the population (SPhPP), which will contribute to the effective implementation of socially-oriented objectives of state policy in healthcare in accordance with the Sustainable Development Goals (SDGs). The SDGs were analyzed in the context of pharmaceutical provision for the population and healthcare system reform in Ukraine; the main goals and priorities in providing the population with medicines were outlined in accordance with the content of key international and national strategic documents in the healthcare sector. An analysis was conducted of socio-economic determinants of health in countries of the WHO European Region. Key sectoral determinants were investigated (epidemiological challenges, antimicrobial resistance, population awareness level regarding medicines, regulatory aspects of pharmaceutical activity, state policy on non-communicable and infectious diseases) and their impact on the effectiveness of pharmaceutical provision for the country's population. A systematization of regulatory legal acts concerning the activities of pharmacies and the provision of pharmaceutical care and pharmaceutical services to the population was conducted. It was proven that problems exist in regulating the implementation by pharmacies of information-communication and socio-humanitarian functions, and there is an absence of appropriate separate state organizational-legal mechanisms for controlling their practical implementation. Based on a survey of higher education students, the most relevant vectors for the formation and development of legal competence of pharmaceutical workers were identified in accordance with the features of implementing modern functions of pharmacies. A conceptual model was developed for the introduction of socially-oriented mechanisms for regulating the activities of pharmacies, taking into account those problems that need to be resolved to achieve the main goals of the WHO National Medicines Policy. Research on the main tasks and directions of implementing domestic policy on combating infectious diseases showed the achievement of significant progress in harmonization with international standards, particularly in strategies for combating tuberculosis and viral hepatitis. The results of a comprehensive analysis of state funding for anti-tuberculosis measures (ATMs) by regions of the country showed an increase in total volumes, while the determined level of concentration of financial resources showed predominance of local funding over funding from the Ministry of Health of Ukraine. It was revealed that during the analysis period, the rates of change in ATMs funding volumes significantly exceeded the dynamics of epidemiological indicators, indicating a potential mismatch between the distribution of financial resources and the actual needs of healthcare. It was established that during 2014-2023, the dynamics of state expenditures on the procurement of anti-tuberculosis medicines were unstable with significant fluctuations in national and dollar equivalents, and predominance in the structure of state procurement volumes of anti-tuberculosis medicines of foreign production. A comprehensive analysis of the current level of population awareness regarding health and medicine issues was conducted, particularly through the implementation in pharmacies of the developed author's social project "Important Facts about Medicines" and an online population survey, the results of which were systematized according to generational theory. A complex of methodological support for medicine consumers was developed ("Medicine Safety Memo" and a list of topics with questions for study during educational classes for secondary school students), the purpose of which is to form basic knowledge about medicines and skills for their safe consumption among representatives of "Generation Z." Factors that influenced the process of forming a new vision for healthcare development, particularly pharmacy, and conditions for effective implementation of Goal 3 "Good Health and Well-being" were outlined, and the definition of a new scientific definition "SPhPP" was substantiated, with its purpose of functioning in accordance with the SDGs determined.
