Essay

The dissertation is devoted to the problem of forming an inclusive educational environment in institutions of higher education. The dissertation theoretically substantiates that inclusiveness serves as a conceptual guideline for implementing change in higher education toward European integration and sustainable development. The study analyzes scholarly research by Ukrainian and international scholars regarding the implementation of inclusive approaches in higher education. Based on a systemic analysis of the development of inclusive higher education from the perspective of the competence-based approach, it has been established that inclusive higher education is the result of positive existential changes in the collective consciousness of humanity. In education, these changes are reflected in the gradual transition from exclusive to inclusive models of learning. Historically characterized as a conservative and elitist sector, higher education is increasingly adapting to the philosophy of Education 4.0, which prioritizes the integration of efficiency, diversity, and equity. The key conditions for advancing inclusion in higher education have been identified as socially responsible university policies, financial support, the development of an inclusive culture, and ensuring flexibility in educational practices with an emphasis on quality indicators. Quality emerges as the main condition for the effectiveness of inclusive higher education, as only under high-quality conditions can learners with special educational needs achieve professional identity, self-realization, and competitiveness. The decisive role of the competence-based approach in inclusive higher education has been proven: it enables not only the acquisition of fundamental knowledge but also the development of flexible, digital, creative, meta-skills, and, more broadly, life-creating competence, allowing graduates with special educational needs to achieve self-realization, develop, and adapt flexibly to changes in the sociocultural and technological environment. It has been emphasized that in higher education, inclusive values serve as the foundation for creating an equitable educational space that accounts for the needs of all learners without exception, guarantees the establishment of fair conditions for study and work, and fosters a culture of tolerance and mutual respect. An analysis of the organization of inclusive learning in Ukraine and several European countries has been conducted. It has been shown that European Union countries generally follow a common vector in the development of inclusive higher education; however, there is no unified model of this educational form. Each national system or individual university develops its own approaches, drawing on specific accumulated experience, available resources, and strategic priorities. Based on an in-depth theoretical examination of inclusion in higher education, the content of the terms «inclusive higher education» and «learner with special educational needs» has been clarified. «Inclusion» is understood as a philosophical concept, while «inclusiveness» is seen as the mechanism for implementing inclusion. The concept of «educational space» has been defined, leading to the formulation of the study’s key concept – the inclusive educational space of a higher education institution. The concept is understood as a holistic, structured institutional space that ensures equal access to quality higher education and provides necessary support to all learners, regardless of their physical, cognitive, or social characteristics, thus meeting the conditions for academic, social, personal self-development, and professional growth for all participants in the educational process. Its essence has been clarified. The basic principles and approaches to the formation of an inclusive educational space in higher education institutions have been identified (IDE approach, Back to Humanity, Sustainability, Barrier-free, Competence-based, Technology-oriented, and Systemic approaches). A system for forming an inclusive educational space in higher education institutions has been developed, represented by three interrelated segments: the humanistic-value segment (organizational inclusive culture), the institutional-organizational segment (institutional inclusive policy), and the technological-methodological segment (inclusive educational practice). The inclusive organizational culture of a higher education institution is a structured and maintained system of widely accepted inclusive models of thinking, emotions, norms, values, and symbols, expressed through specific forms and methods of cooperation, during which inclusive competence is formed, and the personal attitudes of each member of the educational community are transformed toward embracing inclusive values.
