Essay

The dissertation solves a relevant scientific problem, which consists in substantiating the scientific, theoretical and methodological principles of public management of ensuring productive employment and developing proposals for authorities to optimize public administration processes in conditions of crises and unstable development. In the dissertation study, the author proposed an approach to public administration in the field of ensuring productive employment in conditions of crises and unstable development, which is focused on the transformation of the theory and methodology of public administration from the traditional paradigm to the paradigmatic theory of social stability, which involves the transformation of the management model in several key areas: a paradigm shift from bureaucratic administration to flexible adaptive management (respectively, it is advisable to focus not only on formal procedures, but on achieving a specific result and impact on stability in the field of employment; to implement scenario planning, adaptive management, anti-crisis mechanisms); strategic thinking and value orientation (it is advisable to focus on long-term goals - social cohesion, economic stability, digital inclusion; building a value-oriented personnel policy); institutional synergy and intersectoral partnership (it is advisable to combine the efforts of the state, business, the public sector, educational and scientific institutions); digitalization of public employment management (it is advisable to actively use IT solutions in such aspects as forecasting, accounting, analysis, and evaluation of employment policy); social justice and inclusion (it is advisable to develop employment policy that meets the sensitive needs of vulnerable groups: youth, IDPs, people with disabilities, people 50+). The integration of such an approach ensures the implementation of the principles of flexibility, innovative partnership, and digitalization in management practice, which in turn will help make employment policy a stabilizing factor in society through forecasting, risk management, and timely response to identified gaps based on several alternative options that combine existing and potential capabilities in accordance with the structure and functional purpose of their application. The author proposes a comprehensive vision of strategic public management in the field of ensuring productive employment in conditions of crises and unstable development, based on the application of a program-targeted approach to strategic management in the field of ensuring productive employment, which includes such structural elements as: identifying and overcoming the root causes of problems (focusing on factors that cause labor migration, socio-economic vulnerability, and unsustainable management); developing the social protection system (guaranteeing support to citizens in times of crisis); strengthening social dialogue (involving all stakeholders (state, employers, trade unions, communities) in the process of forming and implementing a productive employment policy); integrating international assistance and partnership (involving international organizations in the implementation of recovery programs, developing employment infrastructure, and social protection); supporting regional and local development (facilitating decentralized measures to restore the labor market and employment in communities); ensuring decent employment (creation of social programs to ensure stable, safe and productive work in the post-crisis period); implementation of innovative social protection schemes (modernization of existing approaches, introduction of new forms of support for workers, including digital tools); development of joint post-conflict recovery programs (formation of interdepartmental and intersectoral programs based on the integration of knowledge, tools and practices to increase productive employment). This approach makes it possible to reduce the risks of threats and dangers to the national security of the state in conditions of protracted conflicts, high rates of decline in the number of working-age population, economic migration, which generates a large number of asylum seekers, refugees, internally displaced persons in the region and beyond, humanitarian crises, the actualization of social unrest in stable countries, etc. Keywords: public administration, public policy, labor resources, human capital, labor potential, employment, productive employment, productive employment policy, global crises, post-crisis recovery.
