The work is the first in domestic historiography to comprehensively study the socio-political and socio-economic transformations that took place in Ukraine and Lithuania after the states regained their independence and in the context of the European integration processes of the late 20th – early 21st centuries. The relevance of the stated topic is determined by the fact that Ukraine and Lithuania not only have ancient historical ties, but also were under Soviet occupation for a long time and almost simultaneously restored their independence. Later, the states chose a pro-European civilizational path of development and the construction of democratic political regimes. However, the process of achieving the desired results for both states turned out to be different - Lithuania became a full member of the European and Euro-Atlantic community, while in Ukraine this process is still incomplete. The basis of the results of the presented study is the systematization and comparison of experience in the development of state-building and European integration processes in Ukraine and Lithuania in the indicated period, in order to identify common and distinctive features in these processes. The obtained scientific results of the study on socio-political and socio-economic transformations in Ukraine and Lithuania in the studied period can be used in historical studies and research works on the issues of Baltic studies and further study of promising areas of cooperation of Ukrainian-Lithuanian cooperation in various fields. In the practical plane, the results of the study influenced the establishment of constructive cooperation in the field of historical education between the Grigoriy Skovoroda University in Pereyaslav, the Institute of History of Lithuania, Vilnius University and other educational institutions. Active forms of cooperation have been initiated regarding the academic mobility of students of historical specialties in Ukraine and Lithuania. Historiographical analysis of the existing works on the studied issues shows that neither domestic nor foreign scientists have yet comprehensively studied socio-political and socio-economic transformations in Ukraine and Lithuania in the context of the European integration processes of the late 20th - early 21st centuries. At the same time, both states have already accumulated a lot of interdisciplinary scientific research, which allows for a comprehensive consideration of these processes. The source base for this study is also powerful, a significant amount of which is being introduced into scientific circulation for the first time. The presented sources are divided into several groups: regulatory and legal acts; archival documents and materials from the funds of the Central State Archives of Ukraine and the Central State Archives of Ukraine; digitized electronic archives of transcripts of parliament sessions of both Ukraine and Lithuania; statistical collections and reports; information and analytical publications; monographs, scientific publications, abstracts of reports; articles in state, departmental and commercial periodicals; Internet resources, in particular online publications. In total, the presence of a wide range of sources allowed us to represent the topic under study. The theoretical and methodological basis of the study was formed by historical, political science, sociological and economic approaches: civilizational, modernization, transit theories, democratization (G. O’Donnell, F. Schmitter, etc.); integration theories (neofunctionalism and liberal intergovernmentalism); systemic and institutional approach, socio-economic analysis, etc. The extensive methodological base allows us to fully reveal the complexity of transformation processes, show their multidimensionality and dependence on the European integration context. The features of the formation of regulatory and legal foundations of state building in Ukraine and Lithuania during and after the states regained their independence are revealed. The influence of this factor on the further European integration progress of the states is shown. In the course of comparing the norm-setting experience of the countries, attention is paid to the timeliness (Lithuania) and lateness (Ukraine) of the adoption of some important state-building acts. It was found that despite the volume of the regulatory and legal framework in Ukraine, it is often characterized by a lack of systematicity and coherence. Lithuanian legislation, on the contrary, developed as consistent and timely. These differences were significantly influenced by political factors, the composition of parliaments, the presence or absence of presidential power, the conceptual vision of the idea of independence and the geopolitical orientation of the elites.
