Essay

Based on source and historiographical materials, the study identifies the characteristics of the preconditions on the eve of and during the declaration of independence by Ukraine and the Baltic countries (Lithuania, Latvia, and Estonia) in the last Soviet period, as well as the formation of these republics as sovereign states during the first major stage of state-building (1991–2004). The research determines the socio-political factors that shaped the state-building aspirations of the national elites in the late 1980s – early 1990s, as well as the implementation of these statehood ambitions to independently pursue their national interests. The study reflects the legal and regulatory support for state-building changes during 1991-2004, in particular the constitutional processes, mechanisms of legitimizing power through referendums and elections, features of citizenship, language policy, and the protection of the rights of national minorities. The work analyzes the development of parliamentary systems in each of the aforementioned states; the establishment of presidential powers under the 45 new legislation; the formation of governments in the new constitutional conditions, as well as the modernization of the judicial branch of power. Significant attention in the study is given to the specifics of economic transformations, in particular regarding the transition to a market economy; the specifics of implementing various privatization models; the creation of financial and currency stabilization mechanisms that defined the economic foundation of state-building in these countries in the modern period. The evolution of strategic priorities of the four states in the foreign policy dimension of state-building is outlined, in particular from ensuring international recognition and guarantees of their sovereignty to integration into European and Euro-Atlantic structures. The work also analyzes the challenges related to territorial integrity following the declaration of independence, the complex relations with the Russian Federation, as well as the adaptation to international security standards. The study reveals the formation and development of national security systems, such as the armed forces, specialized services in this field, the police, and law enforcement agencies, which are a significant factor in strengthening the statehood of each of the countries under study.
