Essay

The dissertation solves an important scientific problem of determining the theoretical and methodological foundations, developing scientific and methodological approaches and developing practical recommendations for improving the institutional support of climate finance. The need for counteraction, mitigation and adaptation to climate change and their financial support is clarified; the significance and essence of climate finance, its essential features are determined. The author's definition of climate finance interprets them as economic and financial relations, an effective means of countering extreme weather phenomena, financial instruments. Climate finance in the author's interpretation is interpreted as a policy, institutional mechanism, strategic approach and trigger of positive climate transformations using financial instruments and levers; a type of financing; a multi-level structure; use of financial resources and instruments, implementation of market and investment programs with direct and indirect financing. The place and role of institutional support in climate finance are determined. Varieties of climate finance institutions are distinguished, formal, informal and evolutionary institutions are detailed, the author's classification of institutions of institutional support of climate finance is given. Institutions of institutional support of climate finance are presented. Author's definitions of institutional support and institutional environment of climate finance are given. A conceptual model of climate finance is proposed, consisting of: sources, institutions, directions, instruments, strategies of placement, functions, methods and principles of climate finance, rights to receive it. A detailed classification of varieties of climate finance is presented, directions of climate finance, climate finance, financing of climate-relevant activities taking into account climate justice and their varieties. The Conceptual Model of Institutional Support for Climate Finance, Climate Policy Instruments are Presented. The Mechanisms of Climate Finance in Its Institutional Support Are Identified. The Significance and Importance of Determining Methodological Approaches to the Study of Institutional Support for Climate Finance Are Substantiated and the Purpose, Objectives, Object, Subject, and Stages of Research of Author's Scientific Explorations on Such Support Are Determined. The Elements of the Methodology for the Study of Institutional Support for Climate Finance Are Presented. The Methodology for Forming Institutional Support for Climate Finance Is Outlined. The Methodological Principles for Assessing the Effectiveness of Institutional Support for Climate Finance Are Presented. Global trends in climate finance are identified, institutional support for climate finance in countries around the world is analyzed. The needs for climate finance in the world are emphasized, its development is assessed in terms of: global flows, its sources, funding directions, territorial distribution, nature of measures, and instruments used. The patterns and specific features of climate finance and its institutional support in regions of the world, countries of various types, and the factors that determine them are identified. The main problems of the current stage of combating climate change and institutional support for climate finance, which negatively affect global climate finance, are identified. The state of climate finance in Ukraine is identified, its institutional support is analyzed, and institutions and institutions of domestic climate finance are systematized; Both achievements and gaps, shortcomings, and unresolved issues that complicate the formation of a holistic system of prevention, counteraction, mitigation, and adaptation to climate change, challenges, threats, and risks in this area in the country have been identified. The domestic practice of climate financing, its volume and structure, sources, financial flows, and direction of funds have been analyzed. Achievements in achieving the most climate-oriented sustainable development goals have been presented, EBRD programs in Ukraine to support sustainable development and climate projects and the activities of foreign development financing organizations in Ukraine in this area have been systematized. Promising directions of development of climate finance in Ukraine and consideration of climate risks in macroprudential regulation are highlighted. Components of assessment of efficiency of climate finance in Ukraine and stages of implementation of climate projects are determined, approaches to assessment of progress of climate finance in Ukraine are given. Special place is given to development of «green» / climate banking and insurance in Ukraine.
