The dissertation establishes the theoretical and methodological foundations, advances scientific and methodological approaches, and formulates practical recommendations for the development of a circular bioeconomy in Ukraine as an integrated model of sustainable economic growth that aligns economic efficiency, environmental safety, and social responsibility. The study examines the historical and civilizational prerequisites for the emergence of the bioeconomic development model and analyzes the genesis and evolution of bioeconomic concepts in both international and domestic research. This analysis makes it possible to trace the transformation of approaches from resource-reproductive and technological models to contemporary concepts of the circular bioeconomy. The dissertation systematizes existing approaches to the interpretation of the circular bioeconomy, identifies its generic and distinguishing features, and proposes the author‘s definition that integrates its economic, biological, and circular dimensions. Key determinants of development were structured, and the principal catalysts of bioeconomic transformation were identified. A framework of criteria and indicators for assessing circular bioeconomy development, aligned with European statistical methodology, was proposed to enable the monitoring of structural change dynamics. Institutional mechanisms supporting structural transformation were substantiated, and the basic, hybrid, and auxiliary sectors of the bioeconomy were identified, thereby enabling the determination of its sectoral architecture. A bibliometric analysis of formation of the global circular bioeconomy was conducted, international approaches to shaping its development policy were summarized, and key global trends in circular production and the use of renewable resources were identified. The institutional and regulatory foundations of international standardization and certification were examined, and the competitive positions of organic product manufacturers in Ukraine were assessed. The study analyzes the processes of natural resource potential reproduction and the achievement of decoupling between economic growth and resource consumption. It also diagnoses the sectoral structure of the national bioeconomy using an original gross output indicator for organic production, thereby enabling an assessment of resource efficiency and structural imbalances. On this basis, scenarios for the development of a circular bioeconomy were formulated, and mechanisms for financial support for transformation processes were identified. An institutional and entrepreneurial infrastructure model was proposed that provides for the establishment of regional agro-bio clusters and a biomass trading exchange platform as instruments for coordinating market interactions and reducing transaction costs. A national system for the certification and eco-labeling of bio-products was substantiated, and a multi-level architecture for stimulating circular bioeconomy development was developed, combining state, regional, sectoral, and behavioral instruments and integrated into Ukraine’s strategic roadmap for sustainable development.
