The theoretical significance of the dissertation is based on the deepening of the conceptual apparatus of the theory of human capital in the context of the national economy. The author argues that the reproduction of human capital in rural areas should be considered not simply as a process of restoring the number of labor resources, but as a complex, dynamic system of accumulation, preservation, adaptation and expanded capitalization of knowledge, skills and health of the population. The work proves that in conditions of exogenous shocks, the classical logic of reproduction should be supplemented by the logic of expanded reproduction, which involves the active transformation of the qualitative characteristics of the workforce in accordance with the requirements of the innovative economy. The methodological novelty of the study is the development of the author's multi-level approach to assessing the state and dynamics of human capital at the level of territorial communities. The proposed integral index of human capital of territorial communities (ILK-TG) is based on the synthesis of four key sub-indices: demographic resilience, educational and intellectual potential, digital readiness and infrastructure provision. Such methodological tools allow identifying “reproduction gaps” and revealing hidden reserves of community development, which is critically important for the formation of targeted recovery programs. The dissertation provides a thorough analysis of the current state of reproduction of human capital in rural areas of Ukraine. It is revealed that the key limiting factor is the standard of living of the population, which the author considers as the foundation of the reproduction cycle. It is established that the critical drop in real incomes of rural households, a high level of informal employment and territorial isolation from quality social services create conditions for the degradation of human potential. The author proves that with a low standard of living, reproduction processes narrow to the phase of simple physical survival, which makes it impossible to invest in education and professional development, thereby preserving poverty and stimulating the migration outflow of the most promising personnel. Particular attention is paid in the work to justifying the essence of the organizational and economic mechanism for the reproduction of human capital. The author's concept is based on the integration of market incentives, state regulation and public control within a single system. The key link of this mechanism is the "Partnership Triangle" model, where the state provides the institutional environment and security guarantees, territorial communities create infrastructure conditions for self-realization, and agribusiness acts as the main investor in the quality of labor resources. This approach allows you to synchronize the interests of all stakeholders and ensure the effect of synergy in the development of rural space. The applied significance of the results of the dissertation lies in the development of specific strategic directions and tools for resuscitation of human capital. The author proposes the implementation of mechanisms for the digital transformation of rural areas through the creation of a network of educational and professional hubs, which will allow diversifying employment and attracting young people to high-tech sectors of the economy without changing their place of residence. An important place is occupied by recommendations for the development of dual education and lifelong learning programs, which are adapted to the needs of smart specialization of regions. Measures to stimulate “reverse migration” have also been developed, which include not only economic preferences, but also the creation of an inclusive and safe social environment that meets European standards of quality of life.
