The dissertation research is devoted to a comprehensive theoretical and legal, administrative and legal and informational analysis of the mechanisms, principles and means of legal regulation of social relations in the agro-industrial complex of Ukraine, as well as to the identification of directions for improving state policy in this area in the context of digital transformation and European integration. The work reveals conceptual approaches to the formation of theoretical foundations of informational and legal regulation of the agrarian sphere, identifies the structure, functions and factors of informational and legal support of the agro-industrial complex, analyzes the operation of the regulatory and legal mechanism for regulating agrarian legal relations and the system of public administration entities, examines the features of administrative liability for violations of agrarian legislation, and also substantiates ways to modernize the informational and legal environment of Ukraine taking into account the standards of the European Union, the principles of sustainable development, innovative informational and legal technologies and the needs of ensuring food and information security of the state. The first section of the dissertation research is devoted to the disclosure of the fundamental principles of information and legal regulation in the agro-industrial complex (AIC) of Ukraine as a special direction of the state's administrative and legal influence on social relations in the sphere of production, circulation and use of agrarian information. The section forms the author's concept of the legal nature, structure and content of information and legal regulation in the agri-industrial complex, defines its purpose, objectives, principles, methodological approaches, and also identifies key institutional and technological factors that form the modern system of agrarian information management. At the beginning of the study, it is substantiated that the agro-industrial complex is a system in which information processes are not an auxiliary, but a determining factor of development. The author emphasizes that information in the agri-industrial complex is not only an economic or technological category, but also a legal resource that is subject to special administrative and legal regulation and protection. An etymological analysis of the key terms: “information”, “law”, “agro-industrial complex”, “informational and legal regulation” was conducted. It was established that the term “informational and legal regulation” combines two dimensions: informational - related to the circulation, processing, protection and storage of data; and legal - establishing rules, guarantees, procedures and responsibility for compliance with these rules. In this context, the author’s definition of informational and legal regulation of social relations in the agro-industrial complex is proposed, as a systemic activity of the state aimed at creating legal, organizational and technological conditions for the collection, processing, exchange, preservation, protection and use of agricultural information in the interests of food security, sustainable development and public accountability. A historical and legal analysis of the formation of informational and legal relations in the agricultural sector was carried out. It was found that their roots go back to the era of early civilizations, when the first cadastres, land censuses and registration registers were formed. The methodological basis of the study is based on a combination of general scientific and special legal methods, systemic, historical-legal, formal-legal, comparative and structural-functional. This allowed us to cover informational and legal processes as a complex administrative system within which state bodies, private entities, information technologies and legal norms operate.
