Essay

The study of the mechanism of state regulation of the logistics services market was based on an analysis of its essence, characteristics, and institutional basis, which determines the conditions for the functioning of economic entities and directly influences the efficiency of logistics processes. The logistics services market is viewed as an integrated system for managing material, information, and financial flows, which ensures the interaction of production, transportation, warehousing, and distribution processes and creates the conditions for economic competitiveness. Within the scope of the study, the meanings of the terms “logistics,” “logistics activity,” “logistics service,” “logistics flow,” and “logistics service” were clarified, which made it possible to define logistics as a set of coordinated processes for planning, organizing, and controlling the movement of resources with the aim of minimizing costs and maximizing value. State regulation of the logistics services market is classified according to the main forms of influence—regulatory, economic, organizational, and informational—each of which performs specific functions in ensuring market stability and development. The mechanism of state regulation is formed as a coherent system of interrelated elements, including objectives, principles, and instruments of regulatory influence. It has been established that the key principles of the mechanism’s functioning are systematicity, efficiency, alignment of interests, transparency, predictability, flexibility, and adaptability. The state regulation mechanism is implemented through a combination of state regulation, self-regulation, a competitive environment, and international cooperation, which ensures a comprehensive impact on the logistics services market. It has been demonstrated that the effectiveness of the logistics services market depends on the level of infrastructure development, the quality of the institutional environment, the degree of digitalization, and the level of coordination among participants in logistics processes. At the same time, it has been established that the current state of the domestic market is characterized by fragmented regulatory and legal frameworks, institutional fragmentation of authority, infrastructure constraints, high transaction costs, and insufficient levels of innovation. Under these conditions, imbalances arise between the supply and demand for logistics services, which reduces the efficiency of logistics systems and complicates integration into global supply chains. The state and development of the logistics services market are determined by the impact of crisis phenomena, which alter the structure of logistics flows, increase uncertainty, and require the adaptation of state regulatory mechanisms. It has been established that crisis processes, in particular military actions, disruptions to supply chains, changes in transport routes, and limitations on infrastructure capabilities, drive the transformation of logistics systems and strengthen the state’s role in market regulation. The growth of economic development is accompanied by improvements in the quality of logistics services, infrastructure development, the adoption of digital technologies, and integration into international logistics networks, which alters the nature of the logistics services market. Socio-economic disparities, institutional constraints, and infrastructure barriers create contradictions in the development of the logistics services market; addressing these contradictions drives the improvement of state regulatory mechanisms and determines the direction of their transformation. A review of global experience in state regulation of the logistics services market has made it possible to identify opportunities for adapting it to national conditions, taking into account contemporary challenges, particularly digitalization, globalization, and the growing role of innovation in logistics. It has been established that effective regulatory models are based on a combination of infrastructure development, institutional support, promotion of competition, and the implementation of digital technologies for flow management.
