This monograph presents a comprehensive study of the representation of the Holodomor of 1932–1933 in the district newspapers of the Kyiv and Chernihiv regions. The work analyzes the current state of research on the problem, establishes a representative source base, and elaborates a methodology and conceptual strategy for the study. It traces the patterns in the formation of the informational potential of the district press as a source for the history of the Holodomor. It is demonstrated that the content of district newspapers significantly expands cognitive opportunities for studying various aspects of the history of the Holodomor, including the technologies used by the USSR authorities to conceal genocidal intentions and shift responsibility onto the government bodies of the USSR. Due to the significant loss of documentary sources, district newspapers serve as the most complete database of resolutions by local authorities—an indispensable source for researching the practical implementation of the course toward organizing the Holodomor. Furthermore, the content of these local resolutions refutes any attempts to shift the responsibility for the consequences onto rank-and-file executors. The newspapers provide an exceptionally detailed reflection of the attitudes of the local soviet nomenclature and the complex of measures aimed at creating conditions in the Ukrainian countryside that were incompatible with life. The district press contains a complete list of instances where the "black boards" mechanism was applied, allowing for the identification of the subjects involved, tracing the evolution of the model from a means of moral pressure to the spearhead of Holodomor strategies, and deconstructing the USSR authorities' intent to distance themselves from the implementation of this regime. A significant portion of the informational potential of district newspapers concerns the institution of plenipotentiaries. Their materials provide a vivid clarification of the existential choices made by various strata of plenipotentiaries and, most importantly, help adjust dominant historiographical stereotypes toward recognizing a multiplicity of life choices and the purposeful avoidance of involvement in the escalation of the Holodomor by a large number of individuals. The mass scale of resistance among plenipotentiaries in all districts of the Chernihiv and Kyiv regions, without exception, refutes attempts to absolve the union authorities in Moscow and their government bodies in the UkrSSR of responsibility for organizing the Holodomor. The newspapers offer a detailed reflection of the authorities' set of measures aimed at involving the village elite, worker-and-peasant correspondents (robsilkory), ordinary peasants, teachers, and students into the circle of Holodomor executors. The press materials make it possible to ascertain the existential choices of collective farm chairmen and village council heads, brigade leaders, and other officials, as well as to reconstruct the specifics of support and resistance. A significant preponderance of information regarding various forms of passive and active resistance has been recorded. Resonating with the observation of similar patterns among the plenipotentiaries, this creates a tapestry of large-scale resistance to the course of the soviet authorities. The newspaper columns are filled with reports on the reactions of rural teachers to the authorities' attempts to make them complicit in the Holodomor, which provides a foundation for forming representative ideas about both the government's concepts and the realities of their implementation. The active exploitation of children serves as compelling evidence that the authorities approached the organization of the Holodomor systematically. Despite strict censorship, even direct mentions of the famine made their way into the newspaper columns. Furthermore, a complex of hidden information regarding the severity of the famine is concentrated in materials concerning public catering, the distribution of advances, the "shearing of green ears," the seizure of meager amounts of grain, and the establishment of grain procurement plans for individual farmers that exceeded their total harvest. Information about the starvation of peasants geographically covers various parts of the forest-steppe and Polissia zones of both regions, and chronologically spans from late 1931 to mid-1933. By inadvertently revealing details on the pages of the press about the famine across different climatic zones and regions of economic specialization resulting from grain seizures, the soviet authorities made it clear that the Holodomor was based on a deliberate intent to create conditions incompatible with life throughout the entire territory of the UkrSSR.
