Essay

The dissertation presents a comprehensive theoretical and methodological generalization and proposes a new solution to the important scientific and applied problem of forming a financial and economic mechanism for the development of recreational forest use under the conditions of Ukraine’s European integration. Based on a systematic analysis, it has been established that the current state of recreational forest use is characterized by a high level of disproportions between the environmental needs of society and the financial capacities of forestry enterprises. It has been proven that the absence of an integrated financing system for environmental protection and recreational measures leads to the degradation of forest ecosystems, loss of biodiversity, and a decline in the efficiency of utilizing the recreational potential of forests. A conceptual and logical model of the financial and economic mechanism for the development of recreational forest use has been developed. Unlike existing approaches, it is based on the integration of economic, environmental, institutional, and social components. It has been determined that the key elements of the mechanism should include special environmental funds, public-private partnership instruments, an environmental monitoring system, the ecosystem services market, and green investment mechanisms. It has been proven that the comprehensive combination of these elements ensures an increase in the financial self-sufficiency of recreational territories and creates prerequisites for the balanced development of forest ecosystems. The theoretical and methodological approach to the economic assessment of the recreational potential of forest territories has been improved based on accounting for the value of ecosystem services, environmental restrictions, anthropogenic pressure, and the level of environmental value of forests. It has been substantiated that the inclusion of recreational ecosystem services into the system of national accounts will contribute to increasing the efficiency of financial planning and creating additional sources of revenue for the development of recreational infrastructure. It has been established that in EU countries the share of ecosystem services in the structure of forest resource valuation exceeds 25–35%, whereas in Ukraine this indicator is practically not taken into account when assessing the efficiency of forest use. It has been proven that the development of recreational forest use in Ukraine requires the adaptation of financial and economic mechanisms to martial law conditions, since the destruction of forest infrastructure, mined territories, and restricted access to recreational zones have led to a significant reduction in tourist flows and a decrease in the revenues of forestry enterprises. It has been determined that in certain regions of Ukraine the losses of recreational potential amount to 30–45%, while the actual volume of financing for environmental protection measures has decreased by almost one-third compared to the pre-war period. The necessity of establishing special funds for the development of recreational forest use within the structure of local budgets has been substantiated. These funds should be directed toward the reconstruction of recreational infrastructure, restoration of forest ecosystems, and implementation of environmental programs. It has been proven that the formation of such funds will ensure an increase in the level of financial decentralization and enable territorial communities to accumulate additional resources for the implementation of recreational projects. An organizational and economic approach to the development of recreational entrepreneurship in protected areas has been developed, providing for the activation of small and medium-sized businesses, diversification of recreational services, and expansion of the participation of local communities in the management of recreational resources. It has been established that the geographical location of recreational complexes, the level of transport accessibility, and the condition of the natural environment are the key determinants of recreational entrepreneurship development. Scientific and methodological approaches to the formation of an environmental financing system for forestry have been improved based on the use of green investments, payment mechanisms for ecosystem services, environmental insurance, and international financial instruments. It has been proven that environmental financing acts as an important tool for increasing the biological stability of forest ecosystems and provides resource support for environmental measures, reforestation, and reduction of anthropogenic pressure on forest biocenoses.
