Essay

Research into the effectiveness of the modern architectonics of land ownership and land use regulation has shown that the institutionalisation of a fully-fledged agricultural land market, land deregulation, and military and food challenges have led to a reformatting of the entire set of land relations in Ukraine. Based on an in-depth study of existing authorial approaches and a retrospective study of the diversification of systemic and structural dimensions of land relations, the dissertation improves the definition of the concept of ‘land relations’. Based on the research conducted, it has been established that the deepening of budgetary and fiscal decentralisation and the completion of the process of consolidating the network of basiclevel territorial communities has strengthened the significance of methods and instruments of financial influence on the behaviour of landowners and land users, as well as the vertical and horizontal inter-budgetary distribution of funds accumulated in the process of administering land payments and the sale of state and communal land. A critical rethinking of the author's approaches to the application of methods and instruments of financial influence on the processes of attracting land resources into economic circulation has made it possible to identify that the highest level of effectiveness in the application of such methods and instruments is ensured by the institutionalisation of a modern financial mechanism for regulating land relations. The dissertation proposes to consider the financial mechanism for regulating land relations as a set of forms, methods, instruments and levers of assessment, budgetary and tax, monetary and credit, price, reimbursement, compensation and property-related measures that ensure the conduct of normative and expert monetary valuation of land, identification of the basis for levying land payments, the implementation of land purchase and sale transactions and fiscal regulation of land transactions, the implementation of mortgage and pledge transactions, the formation of financial funds for the reproduction, conservation and protection of land, and the application of economic incentives for rational land use. Based on the multifaceted and multifunctional nature of the main components of the financial mechanism for regulating land relations, the dissertation develops a theoretical and methodological framework for studying the processes of establishing such a mechanism, taking into account military, decentralisation, European integration and food challenges. In order to parameterise the processes of determining the level of effectiveness of the financial mechanism for regulating land relations and identifying territorial asymmetry in the effectiveness of applying individual measures of financial influence on landowners and land users, the dissertation develops a methodological approach to conducting a comparative comprehensive assessment of the effectiveness of the financial mechanism for regulating land relations in the context of administrative regions of Ukraine. The dissertation develops a methodological approach to parameterising the relationship between land tax administration and the budgetary potential for socio-economic growth of local communities. To increase the effectiveness of collecting various forms of land rent and, accordingly, the growth of land payment revenues to the budgets of local communities at the basic level, the dissertation forms an institutional and methodological platform for transforming the land taxation system. Based on the study of advanced foreign experience in compensating for losses due to the deterioration of the physical and chemical characteristics of land, the dissertation substantiates the priorities for implementing into domestic practice the formation of a financial mechanism for regulating land relations of individual components of a comprehensive system of compensation for losses to land owners. Based on the fact that increasing forest cover and growing the total forest resource potential is one of the key priorities for strengthening the assimilation capacity of territories and achieving carbon neutrality goals, the dissertation develops a fiscal and credit mechanism for economic stimulation of forest land expansion.
