The dissertation "Dominants of the Innovative Development of the Transport and Road Complex" is devoted to the study of theoretical and practical foundations for promoting innovation in Ukraine’s transport and road complex (TRC). The relevance of the research is driven by the urgent need for post-war reconstruction of transport and road infrastructure and the further enhancement of the competitiveness and efficiency of the transport sector through the implementation of innovative technologies and organizational solutions. Special attention is given to identifying the key dominants of the innovative development of the TRC and substantiating the cluster-based approach as a tool for integrating the efforts of business, science, and government to achieve a synergistic effect in innovation implementation.
The first chapter addresses the theoretical and methodological foundations of the innovative development of the TRC. It presents a classification of innovations in the transport sector and its infrastructure and analyzes current technologies influencing the development of the complex. Particular emphasis is placed on clusterization as an effective tool for uniting stakeholders of the TRC and ensuring efficient economic interaction among market participants to accelerate innovative transformations.
The second chapter analyzes the activities of enterprises in the transport sector and road economy of Ukraine. Based on statistical data and reports, the level of adoption of modern technologies and developments by domestic transport enterprises is determined, positive trends and existing problems are outlined. The foreign experience of cluster formation in the transport sector is studied – successful cases of transport and logistics clusters in developed countries and their impact on regional development are considered. Key obstacles include insufficient state support, lack of coordination between research institutions and business, limited investment, and infrastructural barriers.
The third chapter proposes a conceptual model for forming an innovative transport cluster based on the interaction of three key stakeholders: business (transport and infrastructure enterprises), science (research institutions), and government (public authorities). The model reflects the cluster structure, the roles and functions of its participants, and mechanisms of cooperation among them. A specific methodology is developed to assess the economic efficiency of creating such a cluster. This methodology is based on a system of indicators characterizing innovation activity and the effectiveness of cooperation within the cluster. It includes normalization of initial data, application of correlation analysis, and calculation of an integrated indicator of innovation efficiency. The modeling results confirmed the practical viability of the cluster concept, demonstrating that close cooperation within a cluster can enhance transport service quality, stimulate innovation activity among enterprises, and improve the overall efficiency of the urban transport system.
Methodological approaches for implementing the economic dominant of innovative development in the TRC through the formation of an innovative transport cluster have been developed. An integrated indicator of the innovation efficiency of cluster formation is proposed, enabling quantitative assessment of interactions between business, science, and government, based on normalized statistical data and correlation-based weighting coefficients. The conceptual model of cluster formation has been improved to reflect expected benefits, losses, synergistic effects, and final outcomes of the cluster’s operation. Additionally, methodological approaches to the selection and evaluation of potential cluster partners have been developed, based on a three-level scoring system across seven criteria, ensuring a reasoned selection of enterprises for cluster participation. The results obtained will contribute to the recovery of transport infrastructure, strengthen the competitiveness of Ukraine’s TRC, and ensure its sustainable innovative development.
The practical significance of the research lies in the fact that the main scientific findings of the dissertation have been translated into methodological guidelines and practical recommendations for innovative development of the TRC through the creation of innovative transport clusters by transport and road enterprises. Their economic feasibility is confirmed by implementation acts, including by JSC "KVK" Rapid, LLC "HANDICAP", and in the educational process at the National Transport University.
