Savaryn V. Italian immigration policy (1986-2018)

A dramatic increase in migration flows in the late 20th and early 21st centuries became a new reality of globalization. Italy is one of the key European countries in terms of migration quantitative indicators, which makes it an important object for research. This paper is devoted to a comprehensive analysis of the Italian immigration policy evolution during the period from 1986 to 2018. The research focuses on the influence of the Italian legislative base transformation on the development of the immigration policy of the country, on the role of the migration issue in the Europewide context, on the integration strategy of the country and the experience of integrating three biggest communities: Ukrainian, Albanian and Moroccan. The aim of the paper consists in comprehensive historical research of the Italian migration policy transformation from 1986 to 2018 taking into consideration the influence of internal political changes and the influence of the European integration on migration regulation. The source base of the research includes legislative acts of the Italian Republic and the European Union, international conventions, bilateral treaties, court decrees, statistical reports, publications in the press, materials of the Italian Parliament sessions and archival materials.
