Krulevskyi A. Formulation of a Digital Strategy for the Higher Education System in Ukraine

The research is devoted to the formation of a digitalization strategy for the higher education system in Ukraine, driven by dynamic changes in the global information environment and the urgent need to address pressing challenges facing the educational sector. Section 1 highlights the key factors influencing the development and implementation of digital strategies; it outlines mechanisms capable of enhancing the effectiveness of innovative technological changes; analyzes the challenges and prospects associated with the digitalization of Ukrainian universities; and provides recommendations for developing sustainable conceptual and practical approaches in this domain. It also emphasizes the specific features of designing and implementing the digitalization strategy of Ukraine’s higher education system through the lens of public administration; identifies the key challenges, opportunities, and prospects related to collaboration between public and non-public actors, resource mobilization, and the creation of effective monitoring mechanisms. Section 2 explores the phenomenon of digitalization in the domestic higher education system and outlines the factors affecting the successful integration of digital tools into the educational process. It analyzes the main challenges stemming from both external and internal environments, provides a systematic analysis of the current state of higher education in Ukraine in the context of global educational trends, and presents a comparative assessment of Ukrainian realities with global practices. This includes an examination of reform dynamics, the level of university autonomy, and the quality of higher education provision. Recommendations are formulated to improve the national education system. The section also explores the specifics of designing and implementing digital solutions within the university environment and proposes a methodological sequence of stages for the development and implementation of a digitalization strategy in higher education. Section 3 analyzes the initial conditions, objectives, and general approaches to forming the concept of a digitalization strategy for Ukraine’s higher education system. It proposes a structure for the concept that can be adapted depending on the specifics of the national or institutional level; outlines the principles and stages of strategy development and identifies mechanisms for its implementation at both national and institutional levels. The proposed measures are oriented toward infrastructure development, the formation of digital competencies among participants in the educational process, and the cultivation of a culture of innovation in higher education. A comprehensive analysis of the institutional framework for implementing the digitalization strategy of Ukraine’s higher education system is conducted; pathways for improving institutional mechanisms are outlined; and methodological approaches and practical aspects of evaluating the economic and social impacts of the digitalization strategy are considered. The main approaches to measuring economic and social outcomes, as well as the perspectives of the state, universities, students, and other stakeholders, are defined.
