In this dissertation, based on theoretical and methodological analysis, it is argued that state management of road construction is a complex interdisciplinary phenomenon that integrates organizational, legal, economic, and technological components of transport infrastructure management.
The introduction substantiates the relevance of the topic, determines the degree of its scientific development, outlines the connection of the work with scientific programs and plans, formulates the purpose, objectives, object, and subject of the study, characterizes the methodological basis, reveals the scientific novelty and practical significance of the results, and provides data on testing and publications.
The first chapter, “Theoretical Foundations of State Management of Road Construction,” systematizes conceptual approaches to understanding the theoretical and legal foundations of management, clarifies the conceptual apparatus, and reveals the essence, content, and functional content of state management mechanisms. A comprehensive author's definition of the mechanism of state management of road construction as a system of regulatory, organizational, administrative, financial, economic, informational, communication, control, supervisory, and technical and innovative measures that regulate the life cycle of road infrastructure objects – from design to operational maintenance – is formed. The main management mechanisms, their content and specifics are identified and characterized.
The second chapter, “Current practices in the application of public administration mechanisms in road construction in Ukraine and worldwide,” analyzes the characteristics of key administrative mechanisms, including regulatory, organizational, financial, economic, and informational. The author's definition of the regulatory and legal mechanism is formulated, the organizational structure of management and its shortcomings are characterized, and the role of the financial and economic mechanism as a key instrument for implementing state policy in the field of infrastructure is determined. The information and communication mechanism is considered as a strategic means of implementing management decisions. A comparative analysis of road construction management mechanisms in Poland, Great Britain, Germany, France, and the United States is conducted.
The third chapter, “Areas for improvement of state management mechanisms for road construction,” proposes ways to adapt international experience to Ukrainian realities and develops recommendations for improving management mechanisms, taking into account the principles of sustainable development. The need to integrate environmental, security, inclusive, and digital components into strategic road construction planning is justified. The role of public-private partnerships in attracting investment and innovation is defined.
It has been confirmed that effective integration of Ukraine into the European transport space requires the formation of a comprehensive mechanism of public administration that combines regulatory, financial, economic, organizational, and informational tools.
It has been concluded that the formation of new approaches to public administration of road construction in Ukraine is possible provided that a comprehensive mechanism is enshrined in law, the institutional structure is reformed, long-term financing is secured, digital innovations are introduced, and the public is actively involved.
