Rodionov Y. Improving the Mechanisms of Social Interaction between Government and Society in Contemporary Conditions of State Building.

The research addresses a relevant scientific problem, which consists in the theoretical and practical substantiation of ways to improve the mechanism of social interaction between government and society under the current conditions of statebuilding in Ukraine. This is achieved through the analysis of existing problems, identification of effective instruments, and development of recommendations for the implementation of innovative approaches aimed at increasing the efficiency,transparency, and democratic nature of administrative processes.Strategic directions for transforming the mechanism of social interaction within the system of authority-society relations have been proposed, with the central idea being the formation of a comprehensive system of tools to enhance the effectiveness of interaction between public authorities and civil society in the face of current challenges. The research is structured around three main strategic directions: the first is the creation of a favorable institutional environment at the state level, including the development of a criteria-based methodology for assessing the institutional capacity of public authorities; the second is the implementation of effective mechanisms for public engagement at the local level, drawing on the experience of Slovak cities; and the third is the activation of civil society organizations’ participation in socio-economic development through mechanisms of social contracting and entrepreneurship.Five practical initiatives have been developed for the context of domestic public administration, and the issue of implementing digital tools has been considered, identifying the main challenges and corresponding strategies for overcoming them with specific effectiveness indicators. The necessity of improving the regulatory framework is substantiated, including proposals for amendments to the Constitution of Ukraine, the development of a basic law «On Social Interaction between Authorities and Society», the modernization of existing legislation, and the creation of specialized regulatory acts in the field of electronic democracy. This highlights the systemic nature of the proposed transformations and the need for their legislative support.
