PRYMAK O. Reforming the defense-industrial complex as a basis for ensuring national security

The work carries out a comprehensive study of the reform of the defense- industrial complex as a basis for ensuring national security, identifying proposals for reforming the defense-industrial complex. The author analyzes the conceptual and categorical apparatus of the study of the reform of the defense-industrial complex in the national security system. Today, the conceptual and categorical apparatus has been partially developed, there is a significant list of approaches to the concept of "national security", while the concept of "defense-industrial complex" has been partially developed. Thus, the legislator suggests that this concept include not only institutions, institutions and enterprises of the defense-industrial complex, but also state authorities and other state institutions responsible for the defense industry. According to the author, it is appropriate to define the defense-industrial complex as a set of scientific institutions, design bureaus, machine-building enterprises, specialized production facilities and organizations that develop, manufacture, modernize, repair and dispose of weapons, military equipment, ammunition, as well as dual-use technologies. An enterprise of the defense- industrial complex must operate on the territory of the state legally and for the benefit of the authorities of this state. Reforming the defense-industrial complex as the basis of national security is a holistic, multi-level and strategically important process of transforming the defense sector of the economy, aimed at creating an effective, competitive and technologically independent system of production of military equipment, weapons and other critical resources to guarantee the defense capability of the state. Reforming the defense-industrial complex is not only an update of the material base, but also a strategic approach to forming a powerful national security system capable of effectively countering modern threats and ensuring the sovereignty and stability of the state. The author considers practical aspects of risk management in the defense- industrial complex in the national security system. Risk management in the defense-industrial complex of Ukraine is a systematic process of identifying, assessing, minimizing and controlling potential threats that may affect the effectiveness of the development, production and supply of defense products. It is noted that in the issue of organizing a risk management mechanism, the specifics of the activities of enterprises of the defense-industrial complex are particularly significant, and therefore risk management in this industry is somewhat different compared to other sectors of the economy. The issue of quality management in the defense-industrial complex as the basis for ensuring national security is highlighted. Quality management in the defense-industrial complex is a system of measures, methods and processes aimed at ensuring compliance of military products with established standards, regulations and requirements of national security. High quality of weapons, equipment and military technologies is critically important for the combat capability of the armed forces, as well as for the strategic stability of the state in the face of threats.
