Radchenko K. Development of territorial communities based on the conceptual smart city model

The study is devoted to the development of a holistic complex of theoretical and methodological provisions and scientific and methodological approaches to the development of territorial communities based on the conceptual smart city model o, the prospects for post-war recovery and the adaptation of best foreign practices to the specific conditions and needs of territorial communities in socio-economic and strategic dimensions. The structure of the dissertation is based on the transition from abstract concepts of digital development of cities to specific tools and conditions of smart city implementation (method from general to specific), using dialectical scientific knowledge as well. The theoretical and methodological foundations of the smart city concept represent an abstract dimension of the research, while the analysis of the current state of urban readiness and challenges of implementing the smart city concept with the study of foreign experience has a specific nature. The dialectical dimension is presented by the development of strategic recommendations for increasing the effectiveness of the implementation of the smart city concept by cities in the general context of territorial development, as well as with special attention to the expectations and prospects of post-war and current recovery. The purpose of the study is to improve scientific and theoretical approaches and conceptual provisions on the strategy of development of territorial communities based on the conceptual smart city model and to develop relevant recommendations for optimizing smart city processes. The object of the study is the processes of development of territorial communities in the context of the implementation of the smart city model. The subject of the study is scientific, theoretical and practical provisions on the use of the smart city model to achieve development of territorial communities. The scientific novelty of the obtained results lies in the development of the holistic theoretical and methodological frameworks on the implementation of the smart city concept by Ukrainian cities in the context utilizing the best foreign practices in preventing potential negative social and economic effects of smart cities in terms of implementing the sustainable development of territorial communities paradigm highlighting the high potential of smart cities as an accelerator of post-war reconstruction based on a human-centered multi-stakeholder approach. In the first chapter "Theoretical principles of the formation and development of smart city" the theoretical dimension of determining the formation and development of smart city is systematized; theoretical aspects of the correlation of the components of sustainable development, strategic development goals of territorial communities, technological dimension and smart city conceptual model as such are determined to identify the role of smart cities development of territorial communities, social and economic impacts of smart cities, both positive and negative, institutional factors of smart cities are highlighted. In the second section, “Analysis of the processes of formation and implementation of the smart city as a concept for the development of territorial communities”, common and distinctive trends in the development of foreign smart cities are investigated, the current state of smart city development in Ukrainian conditions is identified, and models of self-assessment and evaluation of smart cities are proposed. The economic effects of smart city implementation by foreign territorial communities have been identified based on the expert interviewing approach. In the third section " Institutional foundations of the implementation of smart city" the directions of practical implementation of smart cities in Ukraine are identified and substantiated; the possibilities of public-private partnership (PPP) for stimulating smart cities are systematized, a comprehensive conceptual approach to the implementation of PPP is substantiated; the use of the smart city model as an accelerator of post-war recovery is defined and substantiated, a matrix of the restoration of Ukrainian cities according to the RDNA typology depending on the impacts of the war is developed, in the context of the comprehensive implementation of smart cities from the perspective of sustainable development.
