Essay

The dissertation solves the topical scientific and applied problem of managing a portfolio of dual education system development projects based on evolutionary methods. The aim and objectives of the research. The work aims to substantiate the theoretical and methodological foundations and develop models, methods, and tools for improving decision-making regarding the portfolio of dual education development projects based on higher education institutions using evolutionary methods. Scientific novelty of the results obtained. In the dissertation: 1. For the first time, a model for forming a portfolio of dual education development projects for higher education institutions has been proposed, based on a comprehensive assessment of the value of projects, taking into account specific components for each stakeholder. The implementation of this model ensures an improvement in the quality of management decisions regarding the development of dual education. 2. For the first time, a mathematical model for the distribution of selective educational components among participants in the educational process in a dual form of education has been proposed, which, unlike existing analogues, is based on criteria for reducing the labour intensity of training and teaching selective disciplines by participants in the educational process. The application of the model ensures: optimal distribution of the educational load between higher education institutions and employers throughout the entire period of study; achievement by applicants of the target level of competencies in accordance with the requirements of a specific dual education project; integration of the interests of all stakeholders in the process of forming the content of specialist training; flexible adjustment of educational programmes in accordance with current labour market demands and employer needs. 3. The method for determining the priority portfolio in conditions of multi-criteria optimisation has been improved, which, unlike existing approaches, allows identifying non-dominated solutions using a heuristic algorithm for identifying and comparing situation characteristics. This ensures the effective selection of projects for the portfolio and their classification into groups for the application of differentiated portfolio management strategies and scenarios. The use of this method as part of the methodology for preparing information to support management decision-making facilitates adaptation to various constraints. It improves the quality of the final portfolio selection. 4. The approach to solving the problem of multi-criteria group decision-making has been improved, which, unlike existing ones, is based on the use of an interactive dashboard as a tool for collective interaction and the implementation of an evolutionary scenario planning method. This ensures effective communication between members of the expert group of the coordination centre of the higher education institution and contributes to the adoption of informed management decisions on the formation of the project portfolio. 5. The evolutionary scenario method has been further developed through the development of an algorithm for identifying and comparing situation characteristics for classifying candidate projects, which reduces computational complexity and allows for practical work with large sets of projects. 6. The terminology of the concepts of «duality», «dual education project», «value of a dual education project product» was further developed by clarifying the distinctive features inherent in the project product; as well as «integration processes of the dual education development portfolio of a higher education institution» and «balanced portfolio of dual education development projects» by coordinating the interests of stakeholders within the framework of dual education system development projects.
