The dissertation presents a new solution to the scientific problem of forming the principles of foreign economic cooperation of the European Union and the Eastern Partnership countries in the field of transport in the context of modern transformations by substantiating theoretical and methodological principles and providing practical recommendations for the formation and implementation of the concept of international transport infrastructure projects, which is aimed at solving the strategic task of qualitatively and positively changing the socio-economic situation of a territory, region or industry, interaction of geographical territories, improving regional and cross-border connectivity, exchange of flows of goods, services, knowledge and capital between bordering territories, by attracting significant financial, organizational and other resources; creating a high-tech transport system, corridors and infrastructure integrated with a wide range of information and communication technologies; concentration of transport communications in a certain direction, which ensures effective passenger and freight transportation, safe for the environment and resistant to natural phenomena and climate change; optimal distribution of resources, risks, responsibilities and benefits between participants; development of new unique solutions and implementation of innovations; implementation of the principles of risk management, preventive and anti-crisis management in the structure and principles of project management; effective consumption of water, natural and energy resources.
The structure of the global transport system has been improved, which, unlike the existing one, is a multi-level structure with the allocation of mandatory interconnected levels.
The conceptual apparatus of the functioning of the transport services market has been analyzed and clarified, in particular the content of the concepts of "transport service", "transport services market", "transport system". A transport service is defined as the result of the interaction of the customer and the supplier, as well as the result of the supplier's internal activities to meet the customer's needs for movement in space using the subject of transportation owned by the supplier. The transport services market is a system of relationships that arise between providers and recipients of transport services in the process of their coordination, formation and implementation, based on the action of market laws and principles. The transport system is a set of all types of transport interconnected by economic, technological, technical, regulatory and other relationships that provide existing economic, social and other transportation needs.
An improved classification of transport systems is proposed according to the most common characteristics: by type of use (public transport system – includes systems of transport modes that perform public transportation at public tariffs and transportation contracts; non-public transport system – includes transport of industrial enterprises, as well as individual transport, including transport of frequent entrepreneurs who are not engaged in public transportation and transport of private owners); by scale (global, regional, interstate, state, interregional, intercompany, etc.); by operating environments (transport system of airless space, air space, water environment, ground and underground space, mixed environments); by type of transport (transport system of industrial transport; transport system of main modes of transport: road transport, rail transport, water transport, air transport, pipeline transport; transport system of urban transport, etc.).
A comprehensive methodology for assessing the efficiency of transport infrastructure development is proposed by identifying a minimally important list of quantitative and qualitative indicators for calculating environmental, social, financial and economic effects.
Recommendations have been formulated and substantiated for the creation of the Carpathian International Transport Infrastructure Center on the basis of the International Association "Carpathian Euroregion" with the participation of Poland, Slovakia, Hungary and Romania.
