The first chapter of the dissertation «Theoretical and Methodological Foundations for Research on Public Administration of Sustainable Regional Development» the theoretical foundations of public administration in the context of stimulating sustainable regional development have been studied; the mechanisms, principles and tools of public administration for sustainable regional development have been identified, their role in ensuring the sustainability of regional systems has been clarified; the experience of implementing sustainable regional development in the European Union countries has been presented.
Based on a systematic generalization of domestic and international scientific sources, the content of the category «sustainable development of the region» is clarified as a multidimensional process of achieving a dynamic balance between economic, social, and environmental components in conditions of constant changes in the external environment. Two leading approaches have been generalized: sustainable development as the harmonization of productive forces and sustainable development as the ability of the regional system to reproduce stability and adaptation. It has been determined that public management of sustainable regional development is an institutionally organized complex of decisions, instruments, and regulatory influences aimed at ensuring the long-term stability of the regional system. The methodological foundations of public management of sustainable development of the region are considered, in particular the principles of polycentricity, subsidiarity, inclusiveness, strategic planning, effectiveness, and multi-level governance. The structure of the theoretical and methodological framework of the study is refined, which includes mechanisms, institutions, indicators, the subject-actor composition of the management system, and tools for assessing the effectiveness of sustainable development. A theoretical foundation has been formed for further analysis of institutional mechanisms, policy effectiveness assessment, and development of an author's model for improving the public management of sustainable development of the region.
The second section of the dissertation work «Analysis of mechanisms for the formation and implementation of public administration to stimulate sustainable development of the region» analyzes the mechanisms for the formation and implementation of state policy to stimulate sustainable development of the region; examines the structure of the regulatory, legal and organizational and managerial mechanism for public administration of sustainable development of the region; conducts a comprehensive analysis of indicators of localization of the SDGs and assesses the effectiveness of public administration of sustainable development of regions based on regional statistical data.
The mechanisms of state policy for sustainable development are studied, including strategic, regulatory, organizational, financial and economic, institutional, informational and analytical, and motivational instruments of public administration. It has been proven that the effectiveness of mechanisms depends on their ability to ensure a balance between the economic interests of regional actors, environmental constraints, and the social obligations of the state. A detailed analysis of the regulatory and legal framework for PUSSR was conducted, which revealed a gap between the goals, objectives, and indicators of strategic documents at the national and regional levels; fragmentation of coordination between levels of government and limited accountability of policy implementers were identified. Key gaps in legislative regulation were identified that complicate the implementation of the SDGs at the local level, namely: the lack of a synchronized system of indicators, insufficient digitization of monitoring, and unclear mechanisms for interagency coordination. Based on an analysis of European practices, in particular EU mechanisms for regional development, opportunities for their adaptation in Ukraine have been identified. It has been shown that the key conditions for the success of European models are decentralization, strong regional institutions, the development of partnerships, the introduction of territorial sustainability tools, data-driven development programming, and active citizen participation. An assessment of SDG localization indicators was carried out, which revealed significant unevenness in the implementation of regional targets and insufficient adaptability of policies to local needs. Serious structural imbalances were identified: unequal access to basic services, weak social protection, lack of systematic monitoring of community development, and uneven distribution of financial resources.
