The dissertation addresses a relevant scientific problem consisting of the theoretical substantiation and the development of scientific and practical recommendations aimed at improving public policy in the field of providing medical and social services under contemporary conditions. In the first chapter of the study, the theoretical foundations of public policy in the field of providing medical and social services are summarized. A definition of public policy in the field of providing medical and social services is presented as a purposeful, systematic, and continuous activity of public authorities aimed at ensuring citizens’ guaranteed access to high-quality medical and social services that combine medical and social components, to meet the population’s needs in the field of health care and social protection, to provide support for an adequate standard of living, and to ensure the realization of the rights and social guarantees enshrined in the Constitution of Ukraine. Approaches to understanding the integration of medical and social services are systematized, and the expediency of applying a holistic model of health as the methodological basis of integrated care is substantiated. The concepts of “medical service,” “social service,” “medical and social service,” “service integration,” and “medical and social support” are clarified. An author’s interpretation of medical and social services is proposed as a set of interrelated medical and social interventions aimed at ensuring continuity of care and improving patients’ quality of life. The types of integration (organizational, clinical, professional, financial, informational, regulatory, intersectoral, etc.), as well as the levels of integration (macro-, meso-, and micro-levels), are systematized, which makes it possible to more deeply reflect on the content and mechanisms of integrated service provision.
