The dissertation substantiates theoretical foundations and develops methodological approaches to the formation and implementation of the state mechanism for the sustainable development of Ukraine’s agricultural sector in the context of European integration and post-war territorial recovery. The methodological approach to assessing the sustainable development of the agricultural sector, based on indicators of the Sustainable Development Goals, is refined, and strategic directions for improving state agricultural policy in the context of Ukraine’s integration into the European economic space are identified. The first chapter establishes the need for further implementation of the Sustainable Development Goals to ensure food resilience, economic growth, and rural development at both national and regional levels. Approaches to public administration of the recovery of Ukraine’s agro-industrial complex are generalized within the framework of the implementation of Sustainable Development Goals 2 “Zero Hunger”, 8 “Decent Work and Economic Growth”, 11 “Sustainable Cities and Communities”, 12 “Responsible Consumption and Production”, 15 “Life on Land”, and 17 “Partnerships for the Goals”. The directions of state agricultural policy in the process of recovery and European integration are identified, including the harmonisation of Ukraine’s agricultural policy with the Common Agricultural Policy of the European Union, the development of state support instruments for agricultural production, stimulation of innovation, modernisation of production infrastructure, and expansion of agricultural product processing. The regulatory and legal framework for transforming Ukraine’s state agricultural policy is systematised, and directions for the recovery of agriculture within the framework of sectoral European integration are substantiated. The second chapter analyses the potential of Ukraine’s agricultural sector according to sustainable development indicators. It is proven that Ukraine is one of the largest global producers and exporters of agricultural products, with crop production forming the basis of the sector, particularly grain and oilseed production. The methodological approach to assessing the sustainable development of the agricultural sector is improved by constructing a matrix of agricultural sector potential based on indicators of the Sustainable Development Goals. According to the results of the assessment of the agricultural sector’s potential in 2022–2024, strategic priorities for its development are identified, including the economic transformation of the agro-industrial complex, the development of agricultural infrastructure in line with European standards, support for farms, and increased efficiency of agricultural production. The consequences of military actions for the agricultural sector are summarised, and the key barriers to its functioning in the context of full-scale war are identified. Regional trends in the development of the agricultural sector are examined, and the methodological approach to assessing its sustainability is improved using the proportional ranking method. The third chapter, based on the analysis of the transformation of the EU Common Agricultural Policy, its financial support and the structure of agricultural production, systematises instruments of state regulation for sustainable agricultural development in EU countries and mechanisms for supporting Ukraine’s agro-industrial complex during wartime. The forms of state and international financial support for the agricultural sector implemented with the participation of international financial institutions and development agencies are generalised. Risk factors affecting the resilience of the agro-industrial complex (legal, political, natural, environmental, economic, social, production and technological) are identified, and strategic directions for improving the state mechanism of agricultural sector development are proposed. These directions focus on adapting production standards to EU requirements, developing agricultural infrastructure, digitalising agricultural production, and strengthening the competitiveness of Ukraine’s agro-industrial complex. The results of the research can be used by state authorities and local governments to formulate and implement agricultural policy and sustainable development strategies for Ukraine’s agricultural sector, as well as to ensure national food security and support post-war economic recovery.
