Essay

The dissertation presents a new solution to the scientific problem of the economic mechanism of public-private partnership between EU and Ukrainian energy companies in preparation for Ukraine's accession to the European Union. The theoretical foundations of public-private partnership of enterprises of the energy complex of the EU and Ukraine are considered: the conceptual framework is clarified, scientific and methodological approaches to the formulation of the concept of "Public-Private Partnership" are revealed, which are distinguished by an integrated approach and meaningful balance, and the allocation of seven approaches allows us to form a multidimensional analytical framework for reforming the energy sector of Ukraine in the context of EU requirements; the conceptual provisions of Public-Private Partnership are systematized, which allows us to trace the evolution of partnership from purely protectionist instruments of mercantilism to modern neo–institutional models of distribution of property rights; the types and models of Public-Private Partnership and their features are generalized. The results of a comparative analysis of the development of the public – private partnership of the EU energy complex and Ukraine showed that the key trends in the development of the EU energy complex are a change in the energy balance – a decrease in the consumption of fossil fuels (coal – by 26.9%, gas – by 18.5% in 2019-2023) while decarbonizing-the share of renewable energy sources in the EU increased from 34% in 2019 to 47% in 2024, while the share of fossil fuels fell to a historic low of 29%. To achieve climate goals, the EU needs an additional 78 billion euros of investment per year.; analysis of the state of the Ukrainian energy system revealed significant losses as a result of the war: more than 60% of the energy infrastructure was damaged, and 35% of the generating capacity (about 14 GW) ended up in the occupied territories (losses of the energy system amounted to 2 20.5 billion). USA. The priority was recovery through decentralization and integration with the ENTSO-E Network). Cooperation between Ukraine and the EU in the energy sector is based on a comprehensive partnership in accordance with the principles of common interests, reciprocity, transparency and predictability and is aimed at improving energy security, competitiveness and stability, which is necessary to promote economic growth and achieve progress towards integration into the European market. PPP is an alternative tool for solving three problems simultaneously: energy security, energy availability and environmental sustainability. For the EU, this is a path to decarbonization, for Ukraine – a way to attract private capital in the context of war-torn infrastructure.
