Krychfalushiy V. Administrative and Legal Mechanism for the Provision of Services in the Field of Sports Medicine and Rehabilitation

The dissertation research provides a comprehensive analysis of the administrative and legal mechanism for the provision of services in the field of sports medicine and rehabilitation and substantiates directions for its improvement. The study reveals the essence of the concepts of sports medicine and sports rehabilitation and characterizes the features of their legal regulation in Ukraine, taking into account the experience of foreign countries and international standards. An administrative and legal characterization of services in this field has been carried out, the system of entities providing such services has been examined, and the administrative and legal procedures for organizing and delivering these services have been analyzed. The necessity of legislative consolidation of the concept of “sports rehabilitation” as a system of measures aimed at restoring the physical, psychological, and social functions of an individual is substantiated, as well as the development of state quality standards for sports rehabilitation services. It is emphasized that services in the field of sports medicine and rehabilitation should be considered as a type of public services of a social nature aimed at satisfying the public interest in preserving and restoring the health of the population. The dissertation proposes directions for improving the legislation of Ukraine, in particular amendments to the Laws of Ukraine “On Social Services,” “On Rehabilitation in the Field of Health Care,” and “On Physical Culture and Sports,” the introduction of a state register of persons undergoing rehabilitation, as well as the development of a licensing system, the digitalization of control mechanisms, and the involvement of professional associations in regulating activities in the field of sports medicine and rehabilitation.
