Essay

The dissertation provides a theoretical foundation for improving the state’s public-service activities in Ukraine, taking into account relevant European experience in the provision of public services. It identifies promising directions for the development of three major components of public services: administrative, social, and housing and communal services. The modernization and further development of these spheres are expected to contribute to the formation and consolidation of a highly functional service-oriented state in Ukraine. The study reveals current trends in improving public services, including organizational modernization; integration of the public service provision system into market conditions and decentralization of the public administration system; improving the quality of public services and standardizing criteria for their evaluation; improving the regulatory framework; developing a stable and professional public-service workforce; forming an effective information system; and establishing genuine cooperation between the system of state regulation and control authorities and the public and private sectors in the provision of public services.
