The dissertation solves a scientific problem consisting in substantiating the theoretical and methodological foundations of the development of railway transport enterprises under the conditions of a mobilization economy and in developing scientific and practical recommendations for the formation and implementation of a mechanism for the development of railway transport enterprises, as well as for the formation of their strategy and investment policy. Theoretical approaches to defining the essence of development as an economic category are generalized, and scientific approaches to determining its content and its differences from the concepts of “development” and “modernization” are analyzed. Scientific approaches to interpreting the mobilization economy are systematized, and its main features and characteristics of functioning under martial law conditions are identified. The development of railway transport enterprises in Ukraine, in particular the activities of JSC “Ukrzaliznytsia”, is analyzed; the peculiarities of their functioning, as well as the current state and problems of industry development, are determined. The competitiveness of railway transport enterprises is assessed, and approaches to their classification are generalized, taking into account the scale of activity and investment capacity. Theoretical and methodological approaches to ensuring the development of railway transport enterprises are studied, and recommendations for the formation of the strategy and investment policy of railway transport enterprises are developed. Approaches to improving the efficiency of railway transport enterprises, enhancing management processes, and implementing investment decisions are substantiated. A methodological approach to determining the level of competitiveness of railway transport enterprises, based on the application of a two-factor multiplicative model, is analyzed, as well as an approach to the economic justification of investment programs for projects aimed at renewing the freight locomotive fleet, taking into account forecasts of the retirement of the existing fleet and various scenarios of transportation volumes. The concept of the development of railway transport enterprises under the conditions of a mobilization economy, the methodology for developing strategies of railway transport enterprises in accordance with the provisions of the National Transport Strategy of Ukraine, as well as the directions for forming investment programs and ensuring the efficient functioning of railway transport enterprises are substantiated, which is confirmed by their application in the activities of JSC “Ukrzaliznytsia”.
